There was submitted a report by the Director of Finance & Resources relative to a Community Asset Transfer (CAT) review request which had been submitted by Renfrew Cricket Club in relation to their transfer request for a 30-year lease of Renfrew Cricket Pitch, Haining Road, Renfrew PA4 0AN.
The report provided a background to the review request, detailing that a CAT request had been submitted by Renfrew Cricket Club for the transfer or Renfrew Cricket Pitch on 16 September 2024 and had subsequently been rejected by the Council's Community Asset Transfer Sub-committee on 6 November 2024. A copy of the report submitted to the Sub-committee, containing a copy of the application, and the Decision Notice, dated 11 November 2025, which detailed the reason for refusal were set out at Appendices 1 and 2 of the report respectively. A copy of the review request and supporting document was attached at Appendix 3.
The Panel considered whether there was sufficient information available to determine the review without a requirement for further proceedings. It was agreed unanimously that there was sufficient information to determine the application.
Councillor Burns, seconded by Councillor Gilmour, moved that the asset transfer request be refused because the reasons for refusal determined by the Council’s CAT Sub-committee on 6 November 2024, as set out below, remained valid and had not been adequately addressed throughout the review process:
'That there are obligations imposed on the authority that prevent, restrict or otherwise affect its ability to agree to the request (Section 82(3)(i) of the Community Empowerment (Scotland) Act 2015); being, the obligation to ensure adequate education provision in the area.'
This was agreed unanimously.
DECIDED: That the Community Asset Transfer request be refused because the reasons for refusal determined by the Council’s CAT Sub-committee on 6 November 2024, as set out below, remained valid and had not been adequately addressed throughout the review process:
