There was submitted a report by the Director of Finance & Resources relative to a statutory review of the Council’s policy on temporary exemptions for short-term lets.

The report intimated that the Board required to update this policy every three years and that the review date was 1 October 2025. The report sought agreement to consult with those parties detailed in Appendix 1 to the report.

DECIDED:

(a) That the statutory requirement to review the Council’s policy on temporary exemptions for short-term lets at this time be noted; and

(b) That it be agreed to consult the parties set out at Appendix 1 to the report regarding the terms of the current policy regarding temporary exemptions and the wider terms of the Council’s policy on the licensing of short-term lets.

Under reference to item 5 of the Minute of the meeting of this Board held on 12 March 2025, consideration was resumed of application (a) for the grant of a Private Hire Car Operator’s Licence and there were submitted the undernoted applications (b) to (e) for grant of Private Hire Car Operators’ Licences. Applicants (a), (d) and (e) had been asked to appear personally:-

(a) Muhammad Ibrahim

Mr Ibrahim, the applicant, joined the meeting and advised that he would be willing to accept an additional condition that the vehicle referred to in his application be licensed to carry four passengers only. After consideration of all matters before the Board, the Board adjourned to allow members to consider this application. The meeting was reconvened and the Convener proposed that the applicant be an exception to the Board’s policy requiring a wheelchair accessible vehicle to be operated in respect of the vehicle specified in his application only and that the application be granted for a period of one year subject to the other usual conditions and including the additional condition that the vehicle referred to in Mr Ibrahim’s application be licensed to carry four passengers only. This was agreed unanimously.

DECIDED: That the applicant be an exception to the Board’s policy requiring a wheelchair accessible vehicle to be operated in respect of the vehicle specified in his application only and that the application be granted for a period of one year subject to the other usual conditions and including the additional condition that the vehicle referred to in Mr Ibrahim’s application be licensed to carry four passengers only.

After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

Mr Rai, the applicant, joined the meeting. After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

Mr Samar, the applicant, joined the meeting together with Sergeant Robertson, on behalf of the Chief Constable who had submitted a representation to the application. After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

(h) Abdul Rehman Shahid

Mr Shahid, the applicant, joined the meeting. Sergeant Robertson, remained in the meeting having not left following consideration of the previous item of business, on behalf of the Chief Constable who had submitted a representation to the application. After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.
