Iain McMillan (Thorn Athletic Sports Academy) declared an interest in item 4 – Applications for Local Partnership Funding to Johnstone and Linwood Local Partnership 2020/21 - FR1144 – as he was a member of the organisation.

Councillor Mackay declared an interest in item 4 – Applications for Local Partnership Funding to Johnstone and Linwood Local Partnership 2020/21 - FR1118 – as he was a member of the organisation and indicated that he would remain in the meeting but not take part in discussion of voting in relation to any funding application thereon.

George MacDonald (Corseford Tenants’ and Residents’ Association) declared an interest in item 4 – Applications for Local Partnership Funding to Johnstone and Linwood Local Partnership 2020/21 - FR1180 – as his organisation had benefitted from activities provided by the applicant.

There was submitted a report by the Chief Executive relative to the final budget position for this Local Partnership for 2020/21 together with feedback from groups awarded funding during 2020/21 detailing how their awards had been utilised and had benefitted the local community.

DECIDED:  That the budget monitoring report and feedback from recipients of funding in 2020/21 be noted.

Under reference to item 5 of the Minute of meeting of this Local Partnership held on 2 February 2021 there was submitted a report by the Chief Executive relative to the eligibility to apply for Local Partnership funding and the potential to apply criteria to assist in making decisions on funding applications.

The report included a link to a guidance document which was available to all funding applicants which helped to ensure that applicants provided the information that Local Partnerships needed to make funding decisions.

The report identified the key criteria for assessing funding applicants as being how the applications fitted with the agreed local priorities for the area.  Accordingly, applications for funding had been set out in the following item of business in terms of those applications with direct reference to Johnstone and Linwood local priorities located in or specific to Johnstone and Linwood; applications with direct reference to Johnstone and Linwood local priorities not located in or specific to Johnstone and Linwood; applications with partial or no reference to Johnstone and Linwood local priorities; and ineligible applications.

Iain McMillan suggested that the key criteria be included as a standing item on all future agendas where grant funding was being considered.  This was agreed.

DECIDED:

(a) That the guidance provided to applicants, the presentation of the applications in meeting papers and the circulation of an allocation proposal in advance of this meeting be noted;

(b) That consideration be given to the need for further criteria to be developed in future; and

(c) That the key criteria be included as a standing item on all future agendas where grant funding was being considered.

There was submitted a report by the Chief Executive relative to applications for funding from The Villages Local Partnership in 201/22.

The report intimated that the available allocation for the Local Partnership was £48,203, made up of £47,044 from the General Grant Fund and £1,159 underspend carried forward from 2020/21. The carry forward of underspend was agreed due to the exceptional circumstances of the Covid pandemic which impacted on the ability of community organisations to undertake activities due to restrictions in place over the period. The normal arrangement whereby underspends could not be carried forward into the next financial year would be reinstated for 2021/22. The sum of £50 per community representative required to be ringfenced for potential claims for administrative expenses, which left a balance of £47,503 for allocation.

The report advised that the Youth Challenge Fund component of the Local Partnership’s funding, now known as Celebrating Renfrewshire, was £21,697. This would be allocated by young people through a participatory budgeting process, which would take place during autumn 2021.
