There was submitted a report by the Chief Executive relative to the funds allocated by this Local Partnership in 2024/25 and the current budget position.

There was submitted a report by the Chief Executive, Renfrewshire Council, relative to applications for grant funding which had been put forward for consideration by the
Johnstone & Linwood Local Partnership.  The Partnership Manager advised of an update to Appendix 1 to the report, indicating that Johnstone Sound Community Radio had submitted their 2024/25 feedback.

The report set out that the sum available for dispersal to Johnstone & Linwood Local
Partnership for 2025/26 was £ 47,044; the total value of applications made was
£ 107,210.83.

Declarations of Interest

Councillors McMillan, Hood and Steel, Rachel Gilger and Alan Clark having previously declared interests in applications for Local Partnership funding left the meeting during those items that they had previously declared an interest.

The convener proposed that the following applications be referred to the Celebrating Renfrewshire Fund for grant assistance:

FR1023 – Johnstone Castle Learning Centre
FR1060 – Rainbow Turtle
FR1082 – CREATE Paisley
FR1093 – Feis Phaislig 
FR1102 – 2nd Johnstone (Fordbank) Scout Group
FR1133 – Thorn Athletic Community Trust
FR1147 – The Renfrewshire Toy Bank 
FR1067 – 7th Paisley & District JNI Scout Group 
FR1114 – Paisley Sea Cadet Unit
FR1117 – Paisley and District Battalion
FR1119 – Lamont Farm Project
FR1134 – PACE Youth Theatre 

It was also proposed that applications which had included running costs be reduced to exclude this cost element.

It was advised that application FR1140 – Food Train was withdrawn due to that organisation ceasing to exist. It was agreed that any applications which had not already submitted their feedback from previous grants, should be continued to the next meeting of the Johnstone & Linwood Local Area Partnership on 19 August 2025 to be reconsidered at that time.

Councillor Andy Doig, seconded by Councillor McMillan moved that application FR1156 – Johnstone Business Consortium be awarded £500 subject to the submission of their feedback documents at the next meeting of the Johnstone & Linwood Local Area Partnership to be held on 19 August 2025.

Councillor Audrey Doig, seconded by Councillor Rodden moved as an amendment that no grant be awarded, and that this application be referred to Engage Renfrewshire for funding.

On the roll being called, the following members voted for the amendment: Councillor Jacqueline Cameron, Councillor Audrey Doig, Councillor Innes, Councillor Rodden, Lesley Compston and Lewis Nesbitt.

The following members voted for the motion: Councillor Andy Doig, Councillor Gilmour, Councillor Gillian Graham, Councillor Hood, Councillor McMillan, Councillor Steel, Alan Clark and Rachel Gilger.

6 members having voted for the amendment, 8 members having voted for the motion the motion was accordingly declared carried.

Discussions took place on the remaining applications and awards were made, as detailed below totaling £22,145, with further grant decisions to be taken on 19 August 2025, following the submission of feedback forms from organisations.
