Under reference to item 1 of the Minute of the meeting of this Sub-committee held on 5 November 2025, there was submitted a report by the Chief Executive relative to a Community Asset Transfer request submitted in respect of the transfer of the former St Ninians Church Hall under Part 5 of the Community Empowerment (Scotland) Act 2015 (the Act). 

 

The report provided information on the application which had been considered by the Sub-committee and advised that further information had been requested by members to help assist in their decision making. Further information had since been provided by the applicant and this was summarised at section 4 and set out in full at Appendix 2 of the report.

 

Councillor Campbell, seconded by Councillor Davidson, moved that the application be refused due to the lack of community support demonstrated and concerns around the sustainability of the proposed business plan. This was agreed unanimously.

 

DECIDED:  That the application be refused due to the lack of community support demonstrated and concerns around the sustainability of the proposed business plan.
