There was submitted a report by the Chief Executive relative to a Community Asset Transfer request submitted in respect of the transfer of the former St Ninians Church Hall under Part 5 of the Community Empowerment (Scotland) Act 2015 (the Act). The report provided information in relation to the site, the applicant, the asset transfer request and the consideration of the application by the Community Asset Transfer Officer Panel which recommended that the application be approved. 

During discussion of the application members sought further information around any progress which had been made towards securing the funding detailed within the application and the expected impact that a failure to secure any of these revenue streams would have on the business plan; the method used to estimate costs in future years, whether inflation had been taken into account and, if not, the expected impact of inflationary costs; the steps which would be taken to ensure the business plan was achievable in the context of the applicant describing the cost estimate of £400,000 as "challenging but achievable"; contingency plans which were in place in the event that the business plan was not as successful as predicted; any discussions which had taken place between the applicant and the management team at the Tannahill Centre around collaborative working; and the outcome of any engagement which has been undertaken with neighbouring properties and facilities.

In terms of Standing Order 59, Councillor Campbell moved that the application be continued to a future meeting of the Sub-committee to allow officers to engage further with the applicant around the additional information requested by members. This was agreed unanimously.
