Under reference to item 3 of the Minute of the meeting of this Sub-Committee held on 19 March 2025 there was submitted a report by the Chief Executive relative to a Community Asset Transfer request submitted in respect of the transfer of Beechwood Community Centre under Part 5 of the Community Empowerment (Scotland) Act 2015 (the Act).

 

The report made reference to the decision taken at the meeting of this Sub-Committee held on 19 March 2025 to continue consideration of this application to allow advice to be provided on conditions which could be included to protect public interest in the asset and for community benefit.  Proposed conditions were set out at section 6 of the report.

 

DECIDED:

 

(a) That the sale of Beechwood Community Centre, Shortroods Road, Paisley via asset transfer to Your Community, Your Space SCIO, subject to the conditions detailed in section 6 of the report, be approved; and

 

(b) That the Head of Economy & Development, together with the Head of Corporate Governance, be authorised to conclude the sale of the asset in accordance with the Act and on such terms as required to protect the Council’s interest.

Under reference to item 1 of the Minute of the meeting of this Sub-Committee held on 19 March 2025 there was submitted a report by the Chief Executive relative to a Community Asset Transfer request submitted in respect of the transfer of a site East of Beardmore Cottages to Inchinnan Development Trust under Part 5 of the Community Empowerment (Scotland) Act 2015 (the Act).

 

The report provided an overview of the site, the applicant and the asset transfer request. Reference was made to the Council's Local Development Plan which had designated the site east of Beardmore Cottages for housing and the Renfrewshire Local Housing Strategy (2023-2028) which had identified pressures on the supply of affordable homes in the North Renfrewshire area which includes the settlement of Inchinnan. Accordingly, officers recommended that the application be refused and the land retained for housing purposes by Renfrewshire Council. It was noted that the land was an asset of the Housing Revenue Account and that, should the application be approved, there would be a requirement to seek Scottish Ministers approval for the disposal of the asset.

 

Councillor Campbell, seconded by Councillor Audrey Doig, moved that the Community Asset Transfer application be granted.

 

Councillor McMillan being the mover of an amendment which failed to find a seconder asked that his dissent be recorded in terms of Standing Order 23. 

 

 

 

DECIDED: That the Community Asset Transfer application be granted.

Under reference to item 2 of the Minute of this Sub-Committee held on 28 August 2024 there was submitted a report by the Chief Executive relative to the approved transfer of Calderglen Playing Fields, Lochlip Road, Lochwinnoch to Calderglen Community SCIO.

 

The report noted that the asset transfer had been approved at the meeting of this Sub-Committee held on 28 August 2024 and summarised an administrative oversite which had been discovered in respect of the publishing of the asset transfer request in accordance with Regulations 6 and 7 of The Asset Transfer Request (Procedure) (Scotland) Regulations 2016 (the Regulations). The proposed action to be taken, including pausing the formalisation of the asset transfer and recommencement of the consultation process for the current application, was set out at section 4 of the report.

 

DECIDED

 

(a) That the contents of the report be noted; and 

 

(b) That the Head of Economy & Development, in conjunction with the Head of Corporate Governance, be authorised to pause the formalisation of the transfer to recommence the public consultation process for the current application submitted by Calderglen Community SCIO.
