Consideration was given to an appeal submitted by an employee of Environment, Housing & Infrastructure following demotion.
The appellant appeared together with C Goodall (UNISON) in relation to the appeal. G Hannah, Head of Climate, Public Protection & Roads (Environment, Housing & Infrastructure) and K Dalziel, People Adviser (Finance & Resources) represented management.
G Hannah advised that some appendices had been omitted from the management submission and that copies were now available. The Panel agreed that the appendices be made available to the appellant, his trade union representative and members of the Panel.

The Panel adjourned at 9.35 am to consider the paperwork tabled at the meeting and reconvened at 9.45 am.
G Hannah presented the management case. Thereafter, the appellant’s side and members of the Panel had an opportunity to question the management’s side and evidence presented.
C Goodall presented the appellant’s case. Thereafter, the management side and members of the Panel had an opportunity to question the appellant’s side and evidence presented.
Both sides summed up their position and then withdrew from the meeting to allow the Panel to consider the matter and reach a decision.
Both parties were recalled and advised by the Convener that the Appeals Panel had agreed that the grounds of the appeal had not been substantiated and the appeal was not upheld.
