There were submitted the undernoted applications for grant of Private Hire Car Drivers’ Licences. Applicants (b), (f), (i), (m), (n), (o) and (p) had been asked to appear personally together with Police Scotland and applicant (e) had been asked to appear personally:-
(a) Tawanda Manjoro
After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.
DECIDED: That the application be granted for a period of one year.
(b) Faruk Ahmadi
Mr Ahmadi, the applicant, joined the meeting together with Sergeant Craig on behalf of the Chief Constable who had submitted an objection to the application. The applicant requested that consideration of his application be continued to enable him to seek representation. The Convener proposed that consideration of the application be continued and that the applicant be invited to a future meeting of the Board. This was agreed unanimously.
DECIDED: That consideration of the application be continued to enable Mr Ahmadi to seek representation and that the applicant be invited to a future meeting of the Board.
(c) Sher Shah Jalazai
After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

(d) Inzmam Ul Haq
After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

(e) Hakeem Vazhakka Parambil
There was no appearance by or on behalf of Mr Parambil, the applicant. The Convener proposed that the application be considered in Mr Parambil’s absence. This was agreed unanimously. After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

Mr Rafiq, the applicant, joined the meeting together with Sergeant Craig on behalf of the Chief Constable who had submitted an objection to the application. After consideration of all matters before the Board, the Board adjourned to allow members to consider this application. The meeting was reconvened and the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

After consideration of all matters before the Board, the Convener proposed that the application be granted until 22 October 2026. This was agreed unanimously.

(i) Ethsham Alam
Mr Alam, the applicant, joined the meeting together with Sergeant Craig on behalf of the Chief Constable who had submitted an objection to the application together with a further letter.
The Managing Solicitor advised that the further letter, letter 2, contained details of matters which could only be considered if the interests of justice so required. On hearing further from Police Scotland, the Convener proposed that the interests of justice required that this further letter also be considered. This was agreed unanimously.
After consideration of all matters before the Board, the Board adjourned to allow members to consider this application. The meeting was reconvened and the Convener proposed that the application be refused. This was agreed unanimously.

(j) Muhammad Hunain Mehboob
After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

The Managing Solicitor (Licensing) advised that Police Scotland had withdrawn their objection to this application and that the application had been granted under delegated authority for a period of one year.

There was no appearance by or on behalf of Mr Sayem, the applicant. Sergeant Craig on behalf of the Chief Constable who had submitted an objection to both applications joined the meeting. The Convener proposed that both applications be considered in Mr Sayem’s absence and that separate decisions be taken. This was agreed unanimously. After consideration of all matters before the Board, the Board adjourned to allow members to consider these applications. The meeting was reconvened and the Convener proposed (i) that Mr Sayem’s application for the temporary grant of a Private Hire Car Driver’s Licence be refused and (ii) that Mr Sayem’s application for grant of a Private Hire Car Driver’s Licence be refused. This was agreed unanimously.

(p) Blair Ardern
Mr Ardern, the applicant, joined the meeting. Sergeant Craig remained in the meeting having not left after the previous item of business on behalf of the Chief Constable who had submitted an objection to the application. Sergeant Craig requested that consideration of the application be continued to allow Police Scotland an opportunity to submit further information. The Board adjourned to allow members to consider this request. The meeting was reconvened and the Convener proposed that consideration of the application be continued to allow Police Scotland to submit further information and that the applicant be invited to a future meeting of the Board. This was agreed unanimously.
