There was submitted the Minute of the meeting of this Local Partnership held on 25
September 2024.

The Clerk highlighted the Post- meeting Addendum to the Minute indicating that at the conclusion of the meeting Cassie Forbes (ROAR Connections for Life) had expressed an interest in being appointed as Depute Chair of Paisley East Local Partnership

DECIDED: That the Minute be approved.
Presentation - Charlotte McCallum, Civil Contingencies Officer Renfrewshire Council.

C McCallum, Civil Contingencies Officer, provided a presentation relative to emergency preparedness and the Civil Contingencies Services.

Reference was made to national and local risks, the national and local emergency response and resilience structure and the Councils statutory responsibilities. Members of the Local Partnership in terms of response, recovery and resilience in an emergency. It was agreed that copies of the slide presentation be made available to members of the local partnership following the meeting.

DECIDED: That the information provided be noted and arrangements be made to circulate copies of the slide presentation to members of the local partnership.
Presentation - Alan Williamson, Strategy and Place Manager, Renfrewshire Council.

A Williamson, Strategy and Place Manager, provided a presentation relative to arrangements for the preparation of the Renfrewshire Local Development Plan (LDP3) and Local Place Plans.

Mention was made to related national, regional and local planning plans, the LDP process, key expectations of the LDP, evidence gathering arrangements and the anticipated preparation and engagement timeline. Examples of how the LDP could also integrate with the proposed priorities agreed by the local partnership were provided. The Strategy and Place Manager also took the opportunity to outline the requirements, process form and content of local place plans, together with the range of support available from the Council and details of other resources available to assist in their preparation.  It was agreed that copies of the slide presentation be made available to members of the local partnership following the meeting.

DECIDED: That the information provided be noted and arrangements be made to circulate copies of the slide presentation to members of the local partnership.

There was submitted a report by the Chief Executive relative to the funds allocated by this Local Partnership in 2024/25 and the current budget position.

The report reminded members that Paisley East Local Partnership provided funding to community groups to undertake projects. This funding was allocated from the General Grant Fund and through a Participatory Budgeting exercise known as Celebrating Renfrewshire. An update on Local Partnership funding, and a table setting out the funds allocated by Paisley East Local Partnership in 2024/25 and the current budget position was provided as an Appendix to the report.  The report also provided an update on the Local Partnership Development Programme, and particularly the recent appointment of the Local Partnerships Development Officer, information on the Winter Connections programme for 2024/25 and an overview of Winter Connections projects being hosted by local organisations in the Paisley East Local Partnership area.

DECIDED: That the report be noted.

There was submitted a report by the Chief Executive relative to the draft Paisley East 
local priorities.

The report stated that the local priorities would help the Local Partnership to shape work it wished to undertake to benefit local communities and also guide applications for grant and the approval of awards. Following discussion at the meeting of this Local Partnership held on 25 September 2024, a draft set of local priorities had been formulated, for approval by Paisley East Local Partnership. The draft local priorities were attached as Appendix 1 of the report.


DECIDED: That the draft local priorities identified for Paisley East Local Partnership be    approved.

There was submitted a report by the Clerk relative to proposed meeting arrangements during 2025 for Paisley East Local Partnership.  

The report proposed that meetings of the Local Partnership be held at 6pm on 19 February, 7 May, 20 August and 19 November 2025. 

DECIDED: That arrangements be made to convene meetings of the Paisley East Local Partnership at 6pm on 19 February, 7 May, 20 August and 19 November 2025.
