Councillor Brown declared an interest in item 3 – Applications for Renfrew Local Partnership Funding in 2020/21  - FR1108 – as he had a family member resident in the Home and indicated that he would remain in the meeting but not take part in discussion of voting thereon.

A discussion took place on the progress of setting up Friends of Robertson Park.

Councillor Shaw advised that Renfrew Development trust was producing a report on how to move forward with the project and was currently taking legal advice and recruiting a sub-committee.

Roberta Roberton (Renfrew Development Trust) advised that they were linking in with other stakeholders and they were due to meet with Engage Renfrewshire to take the project forward.

It was noted that the project had £37,000 of £53,000 set aside to fund the project and after further discussion the Partnership agreed to approve that the Lead Officer be given delegated authority to approve an application by Renfrewshire Development Trust for the outstanding amount of £16,000 to allow the Friends of Robertson Park project to commence.

There was submitted a report by the Chief Executive relative to applications for funding from Renfrew Local Partnership in 201/22.

The report intimated that the available allocation for the Local Partnership was £111.953.68, made up of £40,453 from the General Fund, £67,360 from the Common Good Fund and £4,140.68 underspend carried forward from the 2020/21 General Fund budget. The carry forward of underspend was agreed due to the exceptional circumstances of the Covid pandemic which impacted on the ability of community organisations to undertake activities due to restrictions in place over the period. The normal arrangement whereby underspends could not be carried forward into the next financial year would be reinstated for 2021/22. The sum of £50 per community representative required to be ringfenced for potential claims for administrative expenses, which left a balance of £111,603.68 for allocation.

The report advised that the Youth Challenge Fund component of the Local Partnership’s funding, now known as Celebrating Renfrewshire, was £18,657.

Following consideration, the Local Partnership agreed that the undernoted applications be determined as follows:-

There was submitted a budget monitoring report and funding application feedback by the Chief Executive relative to Renfrew Local Partnership 2020/21.

The report intimated that the Local Partnership provided funding to community groups to undertake projects. This funding was allocated from the general grant fund, the Renfrew Common Good Fund and the youth challenge fund through the Celebrating Renfrewshire participatory budgeting exercise.

The funds allocated by Renfrew Local Partnership in 2020/21 and the current budget position were detailed in the appendix to the report.

The feedback received from 12 of the organisations who received funding from Renfrew Local Partnership in 2020/21 was detailed in the report. It was noted that some organisations had returned funding due to the impact of COVID-19 on the capability of groups to successfully deliver projects and, in recognition of this situation, it had been agreed that the Local Partnership underspends in 2020/21 would be carried forward and added to the budget for 2021/22. Normal arrangements would apply for 2021/22 requiring all funding to be spent by the end of the financial year with no provision for carry-over to the following year.

DECIDED: That the budget monitoring report and feedback from recipients of funding in 2020/21 be noted.
