J Duffy declared an interest in grant applications FR1053 and FR1121 on the grounds that he represented local Scout groups and intimated that he would not take part in any voting thereon.

B Martin declared an interest in grant application FR1065 on the grounds that he represented The Thursday Club and intimated that he would not take part in any voting thereon.

Y Povah declared an interest in grant applications FR1182, FR1190 and FR1191, on the grounds that she represented Stronger Communities Glenburn and intimated that she would not take part in any voting thereon.

It was noted that, prior to his appointment as Chief Planning Officer, Renfrewshire Council, David Love had signed grant applications FR1066 and FR1098 as a member of Ferguslie Cricket Club and Meikleriggs Cricket Foundation respectively.  Partnership members were advised that at the time of signing Mr Love was not an employee of Renfrewshire Council.

There was submitted the Minute of the meeting of the Gleniffer Local Partnership held on 16 March 2021.

Note of outcomes and recommendations from the Gleniffer Local Partnership workshop held on 11 May 2021.

Under reference to paragraph 3 of the Minute of the meeting of Gleniffer Local Partnership held on 10 February 2021, there was submitted a note of the outcome of discussion at the workshop for members held on 11 May 2021 to examine and make recommendations to the Partnership on the criteria and considerations to apply to applications for local grant funding to make the grants process smoother, transparent and accountable.

The workshop made the following recommendations:

(i) a cap on the amount of funding to be awarded to each application for a local grant should be introduced by Gleniffer Local Partnership;

(ii) to provide sufficient flexibility within the budget and offer awards to as many local groups as possible, it was proposed that the cap be set at £2,000;

(iii) multiple applications from one applicant should be permitted only if each application related to a different project; and

(iv) in principle, funding should not be provided to meet any element of employment costs.

During discussion it was noted that, following the workshop, applicants for grant funding had been advised of the potential introduction of a cap on the amount of funding that could be provided.  It was also noted that applications which included an element of employee costs had already been submitted before proposals to exclude this element were considered.

DECISION:  Members agreed unanimously:

(a)  That a cap on the amount of funding to be awarded to each application for a local grant be introduced by Gleniffer Local Partnership;

(b)  That to provide sufficient flexibility within the budget and offer awards to as many local groups as possible, the cap be set at £2,000;

(c)  That multiple applications from one applicant should be permitted only if each application related to a different project; and

(d)  That, in principle, funding should not be provided to meet any element of employment costs and that this criteria come into effect for any future applications.
 

Report by the Chief Executive.

There was submitted a report by the Chief Executive relative to the 2020/21 budget allocated to this Local Partnership. An appendix to the report detailed the distribution of funds.

The report advised that the 2020/21 budget allocated from the General Fund and the Paisley Common Good Fund of £52,214 for this Local Partnership had been awarded to local groups.  This budget was now exhausted.

In addition, from a total budget of £19,861 allocated from the Youth Challenge Fund, £13,886 had been awarded to local youth groups via Celebrating Renfrewshire and £5,975 had been carried forward into 2021/22.

The report also provided feedback from 14 local groups that had received funding in 2020/21 on the success of their projects and the benefits delivered to local communities.  It was noted that efforts continued to encourage more recipients of awards in 2020/21 to provide feedback.

It was acknowledged that the Covid-19 pandemic and resultant lockdown restrictions had affected the ability of groups to pursue projects and spend their allocated grant funding during 2020/21.   Provision had been made to allow groups to carry forward grant funding into 2021/22 and, if necessary, to direct this funding towards efforts to assist the community to recover.  Award recipients had been encouraged to contact Community Planning to advise their plans and any revisions that might now be required.

DECIDED: That the report be noted.

There was submitted a report by the Chief Executive relative to applications for grant funding from Gleniffer Local Partnership.  

The report advised that a budget of £52,214 had been allocated to Gleniffer Local Partnership for 2021/22, being £43,064 from the General Fund and £9,150 from the Paisley Common Good Fund.   In addition, it was noted that Youth Challenge Funds of £19,861 for 2021/22 and the carry forward of £5,975 from 2020/21 would be distributed via Celebrating Renfrewshire’s participatory budgeting exercise in autumn 2021.

Appendix 1 to the report listed the amount of local grant funding requested by each applicant with direct reference to local priorities, or with a partial reference to local priorities or with no reference to local priorities.

Appendix 2 to the report provided a summary of each application for local grant funding.

It was proposed and agreed unanimously that:

(i) all requests for funding under £1,000 be approved; 
(ii) all requests for funding with direct reference to local priorities be approved up to a maximum limit of £2,000; 
(iii) all requests for funding with a partial reference to local priorities be approved, up to a maximum limit of £1,000; and
(iv) awards made this year to recipients of awards in 2020/21 be subject to receipt of feedback on the projects delivered to local communities in 2020/21.
