Declarations of Interest and Transparency Statements

Councillor Campbell declared an interest in item 3 of the agenda Applications for Local Partnership Funding to Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2024/25 as she was the Chair of the Board of Erskine Arts. Councillor Campbell indicated that as she had declared an interest, she would take no part in any discussion or voting thereon of applications FR1098 and FR1118.

Ali Whitty declared an interest in item 3 of the agenda Applications for Local Partnership Funding to Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2024/25 as he was the Managing Director of Erskine Arts. Ali Whitty indicated that as he had declared an interest, he would take no part in any discussion or voting thereon of applications FR1098 and FR1118.

Jacqueline Doherty declared an interest in item 3 of the agenda Applications for Local Partnership Funding to Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2024/25 as she was a member of Langbank Parent Partnership. Jacqueline Doherty indicated that as she had declared an interest, she would take no part in any discussion or voting thereon of applications FR1121.

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to the funds allocated by this Local Partnership in 2023/24 and the current budget position.

A table setting out the funds allocated by Erskine, Inchinnan, Bishopton and Langbank Local Partnership in 2023/24 and current budget position was attached as an appendix to this report. Feedback from projects receiving funding in 2023/24 on the outcome of projects was also attached.

DECIDED: That the budget monitoring report and feedback from recipients of funding in 2023/24 be noted.

There was submitted a report by the Chief Executive relative to the award of grants to local community groups within the Erskine, Inchinnan, Bishopton and Langbank (EIBL) Local Partnership area.

The report advised that the available allocation to Erskine, Inchinnan, Bishopton and Langbank Local Partnership for 2024/25 was £46,158.56.  The Local Partnership had an underspend of £2,519.56 from the 2023/24 financial year, which was not to spent due to changes in the Local Partnership timetable. It had been agreed that, in the circumstances, this balance be carried forward to the financial year 2024/25. 

From the total budget, a sum of £50 per community representative required to be ringfenced for potential claim of expenses. These expenses were deducted from the available allocation for the EIBL Local Partnership. The Local Partnership had space for seven community members, leaving the total budget available for allocation by EIBL Local Partnership of £43,639.

The Convener proposed that the following type of applications be discounted: Applications which did not fully accord with local priorities and applications submitted in relation to running costs. She proposed that the majority of the remaining applications submitted for grants between £1,000 and £5,000 be awarded funding.

Full discussion took place on applications FR1089 – Bonnie Bishopton and FR1116 - Bishopton Week Group.  Both groups had received full funding from the Village Investment Fund, this was confirmed by the Strategic Partnership & Inequalities Manager.  Members agreed that both applications be refused as funding had already been secured.

SEDERUNT

Councillor Campbell and Ali Whitty both having declared an interest in applications FR1098 and FR1118 left the meeting and took no part in any discussion or voting thereon of these applications.

Applications FR1118 – Erskine Arts and FR1103 – Waterbaby Arts SCIO were considered and it was agreed that further information would be obtained before a decision was made on whether to award funding.  Members agreed that these applications be considered at a future meeting of the EIBL Local Partnership when more information was available.

Both Councillor Campbell and Mr Whitty rejoined the meeting after discussions concluded on applications FR1098 and FR1118. 

Jacqueline Doherty and Neil Barrington both having declared an interest in application FR1121 left the meeting and took no part in any discussion or voting thereon of this application.
