Report by Chief Executive.

There was submitted a report by the Chief Executive relative to the 2023/24 budget allocated to this Local Partnership. Appendices to the report detailed the distribution of funds. The report advised that of the 2023/24 budget allocated from the General Fund and the Paisley Common Good Fund for this Local Partnership of £64,087.33, only £9.67 remained unallocated with the balance awarded to local groups. Feedback received from projects funded during financial year 2023/24 was also appended to the report.  Copies of feedback documentation received, following the preparation of the agenda, from (i) Paisley Sea Cadets, (ii) 5th Paisley (Oldhall) Scout Group, (iii) Friends of Barshaw Park, (iv) Scotia Trampoline Academy and (v) Impact Arts, were circulated to those in attendance.

 

It was noted during consideration that the expenditure detailed on some of the feedback documentation was at variance with the grant awards made. Arrangements would be made by officers to clarify the reasons for this.

DECIDED: That arrangements be made by officers to clarify the reasons for the variances between the expenditure detailed on some of the feedback documentation and the grant awards made and that otherwise the report be noted.

There was submitted a report by the Chief Executive relative to applications for Local Partnership grant funding. 

The available allocation for Paisley East Local Partnership was £64,647, comprising £52,247 from the General Fund, £12,400 from Paisley Common Good Fund. From this allocation £550 had been ringfenced for community representative’s expenses. The total amount available for allocation was £64,097. The total value of applications received was £81, 587.13 which meant that the available allocation was oversubscribed. The report advised that the Celebrating Renfrewshire Fund component for this Local Partnership was £24,095 and would be allocated by young people through a participatory budgeting exercise with the results announced during June 2024. 

Based on views expressed previously regarding a structured process for the allocation of grant funding, no cap had been placed on the value of awards proposed; applications from groups located within the Paisley East Local Partnership area meeting local priorities had been prioritised; previous recipients of grant funding who had not submitted feedback, having been issued with a reminder, were excluded from consideration of future funding; and proposed allocations for each application submitted developed and detailed within the report, which would act as a starting point for discussion. The report also intimated that applications had been assessed into categories of (i) those with direct reference to the local priorities where the project was located in or specific to the area; and (ii) those with direct reference to the local priorities where the project was not located in or specific to the area and that it was proposed that applications in category (i) above be awarded 80% of the amount requested while those in category (ii) be awarded 50% of the amount requested. It was agreed that, in principle, the proposal be accepted but that the applications be considered individually and determined as follows: 

FR1026 Paisley & District Scout Association – Training and Recruitment - awarded £968 in respect of training courses and equipment only. 

FR1027 St Marks Oldhall Church – Kitchen Equipment Upgrade - awarded £2,361. 

FR1030 Paisley Sea Cadets/Brediland Hall – Hall improvements/Running costs - awarded £600 subject to the total sum of the awards from this and the other local partnerships not exceeding the amount requested. In the event the total amount requested would be exceeded by the award it be limited accordingly.

FR1047 Scottish Afro Caribbean Arts Association (SACAA) – Empowering Minorities in Renfrewshire - awarded £980 in respect of volunteers’ expenses, rent and refreshments only. In addition, officers were requested to ascertain from local community organisations in the Paisley East local partnership area those groups who were obtaining optimum insurance premiums in terms of cost and share this information with other local groups for their information.

FR1056 Paisley Pirates IHC – Paisley Pirates Ice Hockey Club (incorporating Junior development) - Provision of ICE - awarded £542.

FR1074 Oldhall Scout Group – Toilet Hot Water Boiler - awarded £1,182 subject to an estimate of the costs of the work being submitted to the Lead Officer for Paisley East Local Partnership.

FR1076 The Buddies of Hunterhill – Hunterhill Health & Wellbeing Project - awarded £3,933. 

FR1077 Cotton Club – Garden @ Barrhead Road – awarded £1,000.
