Minute of meeting held on 27 November 2023.

There was submitted the Minute of the joint meeting of the Renfrewshire Licensing Forum and Renfrewshire Licensing Board held on 17 November 2023. 

DECIDED: That the Minute be approved.
Note of Inquorate Meeting - 19 February 2024.

There was submitted the note of inquorate meeting of Renfrewshire Licensing Forum on 19 February 2024.

S McLean requested that her apologies be added.

DECIDED: That the note be approved subject to the above amendment.
3 Matters Arising
Matters arising from the Minute of the previous meeting held on 27 November 2023.

DECIDED: That it be noted that there were no matters arising from the previous Minutes.
Report by Police Scotland.

Sergeant Robertson, Police Scotland, summarised his report relative to local licensing matters which had taken place since the last meeting of Renfrewshire Licensing Forum on 19 February 2024.

It was noted that Police Scotland had attended 47 incidents and undertaken 103 pro-active inspections at licensed premises within Renfrewshire. Police Licensing Officers continued to deliver “bystander” training, promote the proxy purchase campaign, “it’ll cost you”, and participated in the Paisley Pub Watch Scheme.

DECIDED: That the update be noted.

J Hampsay, Fair Trading & Licensing Officer, summarised his report relative to licensing activity undertaken since 19 February 2024.

It was advised that 8 enforcement visits to licensed premises had been carried out. Information was provided in respect of the number of licensed premises in the Renfrewshire area broken down by premises type; provisional licences pending; occasional licences and personal licences. It was noted that all outstanding Premises Licence fees had now been paid.

DECIDED: That the update be noted.
Update by Development Officer - Health and Wellbeing.

F Hewitt, Development Officer – Health and Wellbeing, delivered a presentation relative to Renfrewshire’s Alcohol and Substance Awareness Education Resource.  

F Hewitt was heard in answer to queries on the presentation. It was confirmed that this resource was available across the Renfrewshire school estate and that the slides would be circulated by the Clerk to Forum members at the conclusion of the meeting.

DECIDED

(a) That the content of the presentation be noted; and

(b) That the Clerk would circulate the presentation slides to Forum members at the conclusion of the meeting.
Report by Clerk to Licensing Board - Festive Hours 2023/24

Discussion on Festive Hours 2024/25.

There was submitted a report by the Clerk to the Licensing Board relative to the Festive Hours Policy.

D Campbell advised that Renfrewshire Licensing Board was required to consult the Licensing Forum in respect of the Festive Hours Policy for 2024/25.

A general discussion took place around the festive hours which had been in effect during the 2023/24 festive period. The consensus being that the Forum had no issues with the hours previously agreed and that there were no objections to the same hours being applied during the 2024/25 festive period.
