There was submitted a report by the Chief Executive relative to the funds allocated by this Local Partnership in 2023/24, the current budget position and feedback received from recipients of funding. 

DECIDED: That the report and feedback received from recipients of funding in 2022/23 be noted.

Under reference to item 3 of the Minute of the meeting of this Local Partnership held on 25 May 2023, there was submitted a report by the Chief Executive relative to the application for funding received from Kilbarchan Community Council.

The report intimated that this application had been referred to the Villages Investment Fund and that the applicant had subsequently been awarded funding of £1,000 together with a further cost of £800 requested as an update to the original application of £2,000. This left a balance of £1,000 and the report requested that the Local Partnership consider awarding this amount to Kilbarchan Community Council.

DECIDED: That £1,000 be awarded to Kilbarchan Community Council, from the remaining budget of £10,000, to fund the outstanding amount required in respect of application FR1059.

Under reference to item 3 of the Minute of the meeting of this Local Partnership held on 25 May 2023, there was submitted a report by the Chief Executive relative to applications for funding received from Kelburn Cricket Club Cricket Section and Renfrewshire Access Panel which had been deferred for further information.

The report intimated that Kelburne Cricket Club Cricket Section had since withdrawn their application for funding FR1083 as the project was a summer activity and had requested that members note that although the Club was based in Paisley, it was keen to work across Renfrewshire as the project concept was to provide coaching visits to local primary schools.

The report advised that Renfrewshire Access Panel had provided the missing text from their application summary and the full application summary in relation to FR1155 formed Appendix 1 to the report.

DECIDED:

(a) That Renfrewshire Access Panel be awarded £2,561.61, from the remaining budget, in respect of application FR1155; and

(b) That it be noted that Kelburne Cricket Club Cricket Section had withdrawn their application for funding FR1083 as the project was a summer activity and members noted that although the Club was based in Paisley, it was keen to work across Renfrewshire as the project concept was to provide coaching visits to local primary schools.

There was submitted a report by the Chief Executive relative to an application for funding received from Kilbarchan Smile requesting £7,275 from The Villages Local Partnership in 2023/24. A copy of the application summary was appended to the report.

The report intimated that at the meeting held on 25 May 2023, the Local Partnership agreed that, as the budget was oversubscribed, a £5,000 limit be placed on applications. 

DECIDED: That Kilbarchan Smile be awarded £5,000, from the remaining balance, in respect of application FR1164.

The Lead Officer advised that Lochwinnoch Community Development Trust had been awarded funding from the previous round of Celebrating Renfrewshire in relation to their application for gym equipment for use by teenagers. Following this award the organisation had advised that local teenagers had requested that this funding be used for the provision of a teen/youth shelter rather than gym equipment. Further that the ward members were in agreement with this reallocation of funding and that Council colleagues would work closely with the organisation regarding the purchase and location of the shelter.

DECIDED: That it be agreed that Lochwinnoch Community Development Trust utilise the funding awarded from the previous round of Celebrating Renfrewshire for the provision of a teen/youth shelter.

The Senior Community Development Officer, Environment, Housing & Infrastructure, gave a presentation which provided an update in respect of the Celebrating Renfrewshire Fund 2023/24 which allocated grant funding via a participatory budget process.

The presentation outlined the priorities of the Fund and advised that 18 eligible applications had been received relating to The Villages Local Partnership area seeking funding of £23,907.00. The Villages Local Partnership received 158 voters casting 474 votes. Full details of the awards made were provided. 

It was noted that information relating to the village(s) each application related to would be provided to members.

The Regeneration & Place Officer, Chief Executive’s, gave a presentation to members providing an overview of the Strategic Tourism Infrastructure Development (STID) Plan which set out recommendations to enhance certain infrastructure and relieve visitor pressure points in and around Castle Semple. The STID had a short to medium term focus and provided recommendations for the long-term potential of the Regional Park with Castle Semple at its core. The Plan output was a programme of phased investment over the next five years with priority projects, many of which were eligible for RFIF funding.  

The presentation contained detail on the consultation and research behind the STID, the eight priority projects, the next steps and the Castle Semple vision.

DECIDED: That the presentation be noted.
 
Presentation by Engage Renfrewshire.

The Community Mental Health and Wellbeing Fund Officer, Engage Renfrewshire, gave a presentation to members on the Community Mental Health and Wellbeing Fund.

The Local Partnership was advised that the Community Mental Health and Wellbeing Fund was now in its third year and that the fund for applications for 2023/24 would open on 29 September and close on 30 November 2023. 
 
Engage Renfrewshire had been allocated £500,000 to distribute to the third sector for new applicants and also previously awarded projects for adults. A brief overview of the aims, key priorities and target audience of the Fund was provided.  It was noted that successful groups would be notified in early February 2024 with payments made in March 2024. 

Members were informed that Engage Renfrewshire had a Network Newsletter which was published and issued monthly to promote funding and training opportunities and advised of network events and news.  Further updates on this fund would be provided at a future meeting of this Local Partnership. 

DECIDED

(a) That the presentation be noted; and

(b) That further updated information be provided to a future meeting of this Local Partnership.

 
Presentation by Chief Executive on outcomes of youth and family learning survey; upcoming HMI progress visits and the Youth Voice Programme.

The Senior Community Development Officer, Environment, Housing & Infrastructure, gave a presentation updating members on the delivery of summer camps with StreetStuff, the outcomes of the youth and family learning surveys, the upcoming HMI progress visits, the Adult Learners Award, the Youth Voice Programme and community capacity including Celebrating Renfrewshire..

DECIDED: That the presentation be noted.

The Partnerships Planning & Development Manager, Chief Executive’s, provided members with information on how Community and Planning, led by the Partnership and Inequalities team, would reach out to members and those who had received grants to gauge their experience of Local Partnerships to date. Through surveys and discussions, members views on whether Local Partnerships had met aims and objectives, what worked well and what could be improved would be identified.

Further information on the results of these surveys and discussions would be submitted to future meetings of all Local Partnerships.

DECIDED:

(a) That the information provided be noted; and

(b) That further updates be provided at future meetings of the Local Partnership.
