Councillor Campbell declared an interest in item 3 of the agenda Applications for Local Partnership Funding to Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2023/24 as she was the Chair of the Board of Erskine Arts. Councillor Campbell indicated that as she had declared an interest, she would take no part in any discussion or voting thereon.

Jane Devine declared an interest in item 3 of the agenda Applications for Local Partnership Funding to Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2023/24 as she was the Chair Erskine Community Council. There was submitted a report by the Chief Executive relative to the Erskine, Inchinnan, Bishopton and Langbank (EIBL) Local Partnership Budget Monitoring report. 

The report advised that funding provided to local community groups to undertake projects was allocated from the General Capital Find through a Participating Budgeting exercise known as Celebrating Renfrewshire.

A table setting out the funds allocated by Erskine, Inchinnan, Bishopton and Langbank Local Partnership in 2022/23 and current budget position was attached as an appendix to this report. Feedback from projects receiving funding in 2022/23 on the outcome of projects was also attached. 

DECIDED: That the budget monitoring report and feedback from recipients of funding in 2022/23 be noted.

There was submitted a report by the Chief Executive relative to the award of grants to local community groups within the Erskine, Inchinnan, Bishopton and Langbank Local Partnership area.

The report advised that the available allocation to Erskine, Inchinnan, Bishopton and Langbank Local Partnership for 2023/24 was £43,989. From this total budget, a sum of £50 per community representative required to be ringfenced for potential claim of expenses. These expenses were deducted from the available allocation for the Local Partnership. EIBL Local Partnership had space for seven community members, leaving the total budget available for allocation by EIBL Local Partnership of £43,639.

The Convener proposed that following type of applications be discounted; Applications which did not fully accord with local priorities; and applications submitted in relation to running costs. She proposed that the majority of the remaining applications be funded on a pro-rata basis. Application submitted for grants between £1,000 and £5,000 in In addition, where application requests were in excess of £5,000, a maximum limit of £5000 be approved, with these applications receiving a pro-rata grant. Applications under £1000 be granted in full, if agreed.  

Full discussion took place on application FR1127, by Bishopton Week Group, which was proposed for refusal on the basis of the running costs contained within the application.

The Chair proposed that several of the items within the application could be granted, namely costs relating wristbands for entry to the Gala Day, the hire of a band, and the provision of first aiders for the fun run. In addition, the chair proposed that the Council’s Communication Section be approached to assist with advertising the event. This was agreed unanimously.
It was agreed that, in principle, the proposal be accepted and that the remaining applications be determined as follows:
