There was submitted the Minute of the meeting of this Local Partnership held on 16 May 2023.

There was submitted a report by the Chief Executive relative to the 2022/23 budget allocated to this Local Partnership which detailed the distribution of funds and feedback received from projects funded.

The report advised that the 2023/24 budget allocated from the General Fund and the Paisley Common Good Fund of £56.221.97 for this Local Partnership had been awarded to local groups. In addition, £21,133.00 had been awarded to local youth groups from the Celebrating Renfrewshire Fund.  Details of feedback received from projects funded during financial year 2022/23 was also provided.  

DECIDED:    That the report be noted.

A presentation was made by L McLean, Senior Development Officer, Communities & Housing, who provided information on the recruitment session attended by 12 people for the Youth-Led Steering Group who then had a number of planning sessions to identify the fund priorities for the Paisley North, West and Central Local Partnership area.   Twenty-five eligible applications for funding for this area were received which totalled £73,939.90. which was an over subscription of £52,806.90.

Applications for funding required to be submitted between 21 April and 21 May 2023 with local young people having the opportunity to determine which local projects were granted funding.  A total of 356 young people from the Paisley North, West & Central area voted, and six organisations were awarded the full amount of £3,500.00. Details of those six groups were as follows:- Loud n Proud, Outspoken Arts Scotland Limited, Paisley Barbell Powerlifting Club, Pals of the Privies (SCIO), right2dance and Twist and Hit Cheerleaders.  Bungalow Enterprise CIC was awarded £133.00.

J Wilby updated members on the progress made on issues highlighted at the previous meeting of this Local Partnership held on 16 May 2023 on concerns raised about the Heritage Trail which included the condition of street furniture, insufficient lighting and security, graffiti and poor footpaths which impacted on accessibility and the number of people using the trail. 

Despite contact being made with officers of Renfrewshire Council with the aim to secure repairs to existing street furniture and lighting; provision of additional lighting; removal of graffiti; and improvements to footpaths to enhance areas of the trail identified, there had been little progress on any of the measures suggested.

The Head of Economy & Development Services advised members that additional enquires were required to identify specific repairs and work together with costs associated with these, and that a report would be brought to the next meeting of the Paisley North, West and Central Local Partnership scheduled to be held on 5 December 2023.

DECIDED   That a report on findings in terms of work required and costs involved be submitted to the next scheduled meeting of this Local Partnership to be held on 5 December 2023.

A McGruther, Assistant Project Manager, gave a presentation which provided members with details of the planned layout for the new Paisley Grammar Campus and advised of estimated start and completion dates for this project.

In answer to a question raised by a member the Head of Service (Early Years & Broad General Education) advised members that the old Chivas Building did not form part of the new Paisley Grammar Campus project and that a Development Brief was approved at a recent meeting of the Planning and Climate Change Policy Board.  To date the building had not been marketed.

A McBride, Engage Renfrewshire, provided a summary report relative to the Community Mental Health and Wellbeing Fund 2023/24, together with information on those groups who had received funding from the 2022/23 Wellbeing Fund.

The Local Partnership was advised that the Community Mental Health and Wellbeing Fund was now in its third year and that the fund for applications for 2023/24 would open 29 September and close on 30 November 2023. 

Engage Renfrewshire had been allocated £500,000 to distribute to the third sector for new applicants and also previously awarded projects for adults. A brief overview of the aims, key priorities and target audience of the Fund was provided.  It was noted that successful groups would be notified in early February 2024 with payments made in March 2024. 

Members were informed that Engage Renfrewshire had a Network Newsletter which was published and issued monthly to promote funding and training opportunities and advised of network events and news.  Further updates on this fund would be provided at a future meeting of this Local Partnership. 

DECIDED

(a) That the content of the presentation be noted; and
(b) That further updated information be provided to a future meeting of this Local Partnership.

L McLean. Senior Development Officer, Communities & Housing made a presentation in connection with the Community Learning and Development Approach. Youth Services supported young people and partners to access localised projects, including Young Scot services, in Renfrewshire.

An overview was provided of the main areas of responsibility and the wide range of activities undertaken by the Communities Learning & Development Section. Reference was made to the delivery of universal services, targeted provision, community capacity and connected communities initiatives and future partnership working with Local Partnerships.

The Partnerships Planning and Development Manager, Chief Executive’s Service, provided members with information on how Community and Planning, led by the Partnership and Inequalities team, would reach out to members and those who had received grants to gauge their experience of Local Partnerships to date. Through surveys and discussions, members views on whether Local Partnerships had met theirs aims and objectives, what worked well and what could be improved would be identified.

Further information on the results of these surveys and discussions would be submitted to future meetings of all Local Partnerships.

DECIDED:

(a) That the information provided be noted; and
(b) That a further update.be provided and future meetings of the Local Partnership.
