After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

The Convener proposed that both notifications be considered together and that separate decisions be taken. This was agreed unanimously. After consideration of all matters before the Board, the Convener proposed (i) that in relation to notification (a), the terms of standard condition 14 “that no band shall play before 8.00 am or later than 8.00 pm” be disapplied and (ii) that in relation to notification (b), the terms of standard condition 14 “that no band shall play before 8.00 am or later than 8.00 pm” be disapplied. This was agreed unanimously. 

DECIDED

(a) That the terms of standard condition 14 be disapplied in relation to notification (a); and 

(b) That the terms of standard condition 14 be disapplied in relation to notification (b).

Under reference to item 1 of the Minute of the meeting of this Board held on 22 May 2024, consideration was resumed of application (a) for grant of a Short-term Let Licence and there were submitted applications (b) and (c) for grant of Short-term Let Licences. Applicant (a) had been asked to appear personally for the third time together with the objectors to the application and applicants (b) and (c) had been asked to appear personally for the first time:-

(a) Applicant: Carol-Anne Brown
Premises: Flat 5/1, 1 Abbey Place, Paisley

Mrs Brown, the applicant, and Mr Brown, her husband, were invited into the meeting together with Ms White, Mr McCue and Mr Stewart who also represented Ms McDonald, objectors to the application. There was no appearance by or on behalf of Ms Graham, Ms Cunningham or Paisley East & Whitehaugh Community Council, objectors to the application.

The Senior Solicitor (Litigation & Regulatory Services) advised that consideration of this application had been continued from previous meetings of the Board to allow further inquiries to be made in relation to insurance for the premises. Further that as the application had been part heard, only those members present when this application previously called could consider this part heard application at this meeting.

Councillors N Graham, McDonald and Mullin, having not been present when the application had been part heard at the meetings of this Board held on 13 March and 22 May 2024, left the meeting and took no part in any discussion or voting thereon.

After consideration of all matters before the Board, the Board adjourned to allow members to consider this application. The meeting was reconvened and the Convener proposed that the application be granted for a period of three years. This was agreed unanimously. 

DECIDED: That the application be granted for a period of three years.

After consideration of all matters before the Board in relation to Mr Qurashi’s application for grant of a Private Hire Car Driver’s Licence, the Convener proposed that the application be granted for a period of one year. This was agreed unanimously.

Mr Quraishi, the applicant, was then invited into the meeting. After consideration of all matters before the Board in relation to Mr Quraishi’s application for grant of a Private Hire Car Operator’s Licence, the Convener proposed that consideration of the application be continued and that the applicant be invited to a future meeting of the Board. This was agreed unanimously.

DECIDED

(a) That Mr Quriahi’s application for grant of a Private Hire Car Driver’s Licence be granted for a period of one year; and

(b) That consideration of Mr Quraishi’s application for grant of a Private Hire Car Operator’s Licence be continued and that he be invited to a future meeting of the Board.
