Membership of the Sub-committee to comprise 5 members of the Communities and Housing Policy Board; 3 members from the Administration including the Convener or Depute Convener of the Policy Board and 2 members from the opposition groups or parties.

Membership Update

The Convener welcomed Chief Inspector A Marshall, Police Scotland, and Area Commander K Murphy, Scottish Fire and Rescue Service, to their Police and Fire and Rescue Scrutiny Sub-committee.
Report by Police Scotland.

There was submitted a report by the Chief Superintendent, Police Scotland, relative to service performance and activities in the Renfrewshire area for the reporting period 1 April 2023 to 31 March 2024. The report summarised the key performance indicators and provided statistics and updates in terms of Renfrewshire’s Policing Priorities 2023/26 and Police Scotland’s Policing Priorities 2023/26.
DECIDED: That the contents of the report and verbal update provided be noted.

There was submitted a report by the Group Manager, Scottish Fire and Rescue Service (SFRS) relative to SFRS performance and local fire and rescue service plan priorities in the Renfrewshire area during the period 1 April to 30 June 2024.
The report provided updates in relation to Local Fire and Rescue Service Plan Priorities; Renfrewshire activity; accidental dwelling fires and casualties; unintentional injury and harm; deliberate fire setting; non-domestic fire safety and unwanted fire alarm signals.

Local Issues
Verbal update by Police Scotland and Scottish Fire and Rescue
Service.

Councillor McMillan raised an issue around a perceived lack of confidence in the police from the local community with a number of constituents reporting issues to their local Councillor but saying there would be no point in contacting the police. He sought information on whether this attitude was one which the police encountered a lot and sought advice on how Councillors and people in similar positions could encourage engagement with the police.
Councillor McMillan also raised an issue which had been discussed at the Johnstone Community Council around increasingly concerning anti-social behaviour in Houstoun Square.
Councillor K MacLaren queried whether the levels of anti-social behaviour had fallen around Blackhall Street, Paisley, following the reduction in the number of homeless tenants being placed in the My Motel building.
Councillor K MacLaren also reported an issue in Fountain Gardens, Renfrew around the vandalism of trees within the park.
K Murphy, Area Commander, provided an update on the recently undertaken pre consultation on the future of the Scottish Fire & Rescue Service, noting that the pre consultation had concluded, the responses were being analysed and that a full consultation was expected to be launched in the coming months with a report to be submitted to the Sub-committee on the consultation in due course.
