Jim Duffy declared interests in Item 3 - Applications for Gleniffer Local Partnership Funding in respect of applications FR1093 and FR1143 from Scouting organisations given he represented the West Region Scouts Association on this Local Partnership and intimated his intention to remain in the meeting during discussion of these applications.

Report by the Chief Executive.

There was submitted a report by the Chief Executive relative to applications received for Local Partnership grant funding.  

The report intimated that at previous meetings of this Partnership five local priorities had been agreed: Community Assets, What’s on in Foxbar, Brediland & Glenburn, Public safety and road safety, Isolation and loneliness, and Play facilities.  Each application had been assessed and Appendix 1 to the report listed applications with a clear reference to the local priorities.  Appendix 2 to the report listed applications with a partial or no reference to the local priorities.

The total sum available for disbursement was £52,454.

Provost Cameron proposed that funding should not be provided to meet the cost of wages.  This was agreed.

Councillor Burns proposed that any award in respect of application FR1168 from Balanced Coaching Limited be made subject to clarification of the status of the business as a social enterprise/not-for-profit agency.  This was agreed.

Councillor MacFarlane proposed that applications FR1141 from Lamont Farm and FR1159 from Paisley & District Battalion Boys’ Brigade be diverted to Celebrating Renfrewshire for consideration of an award via community participation.  This was agreed.

It was intimated that two applications for funding from Stronger Communities Glenburn were awaited and it was proposed that £8,000 be ringfenced for consideration of these applications at a future meeting to be arranged for this purpose once the applications were received.  This was agreed.

Subject to the above decisions, Councillor MacFarlane proposed that the remaining applications with a clear reference to the local priorities as listed at Appendix 1 be awarded the amount requested up to a maximum of £4,000 and that any funds remaining thereafter be disbursed equally between the applications listed at Appendix 2. This was agreed.

DECIDED:

(a) That no funding be provided to meet the cost of wages;

(b) That any funding awarded to application FR1168 from Balanced Coaching Limited be subject to clarification of the status of the business as a social enterprise/not-for-profit agency;

(c) That applications FR1141 from Lamont Farm and FR1159 from Paisley & District Battalion Boys’ Brigade be diverted to Celebrating Renfrewshire for consideration of an award via community participation;

(d) That £8,000 be ringfenced to await the submission of two applications from Stronger Communities Glenburn and that, on receipt of these applications a further meeting be held to consider these applications;

(e) That, subject to the above decisions, the applications with a clear reference to the local priorities be awarded the amount requested up to a maximum of £4,000 as follows:

Rainbow Turtle – awarded £3,000
30th Paisley & District St Peters Scout Group – awarded £2,000
The Friends of Montrose – awarded £4,000
Paisley sea cadets/Brediland hall – awarded £4,000
18th Paisley & District (Coats) Scout Group – awarded £2,000
Foxbar Friday Bowling Club – awarded £2,560.80
Foxbar Keep Fit Club – awarded £2,000
Foxbar Elderly Forum – awarded £1,000;
 Glenburn Resource Centre – awarded £4,000
Foxbar Outreach Childcare – awarded £4,000
Balanced Coaching Limited – awarded £4,00 subject to confirmation of status of the business; and

(f) That the remaining funds be dispersed as follows:

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to budget monitoring advising that during 2020/21, £47,755 had been awarded from the Gleniffer Local Partnership budget to 35 local groups and £9,700 had been awarded from the Celebrating Renfrewshire budget to 4 local groups. 

The lack of feedback from last year’s award recipients on how they had used their award and the challenges faced to secure feedback were noted and it was proposed that next year, no awards be made to this year’s recipients unless feedback was provided to this Local Partnership.  This was agreed.

DECISION:

(a) That the budget position be noted; and

(b) That it be agreed that next year no awards be made to this year’s recipients unless feedback was provided to this Local Partnership.
