Councillor Adam declared an interest in item 3 – Applications for Local Partnership Grant Funding – in respect of application FR1135 submitted by Darkwood Crew as her election agent was a member of that organisation and intimated her intention to vacate the Chair during consideration of this item of business and not take part in any discussion or voting thereon.

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to the 2021/22 budget allocated to this Local Partnership. An appendix to the report detailed the distribution of funds.

The report advised that the 2021/22 budget allocated from the General Fund and the Paisley Common Good Fund of £68,142.95 for this Local Partnership had been awarded to local groups. In addition, £21,595 had been awarded to local youth groups from the Celebrating Renfrewshire Fund.

It was highlighted that an underspend of £2,500 from the Celebrating Renfrewshire Fund had been carried forward to 2022/23.

There was submitted a report by the Chief Executive relative to the applications for Local Partnership grant funding.  

The report intimated that at previous meetings of the Local Partnership priorities for the Local Partnership had been agreed, applications had been assessed into categories of (i) those with direct reference to the local priorities where the project was located in or specific to the area; (ii) those with direct reference to the local priorities where the project was not located in or specific to the area; and (iii) those with partial  or no reference to the local priorities. 

The available allocation for Paisley East Local Partnership was £64,527, comprising £52,247 from the General Fund, £11,820 from Paisley Common Good Fund and a carry forward of £460 from the General Fund budget.  From this allocation £550 had been ringfenced for community representative’s expenses. The total amount available for allocation was £63,977. The total value of applications received was £119,074.73 which meant that the available allocation was oversubscribed.  

The report advised that the Celebrating Renfrewshire Fund component for this Local Partnership was £24,095 together with a £2,500 carry forward form 2021/22.  and would be allocated by young people through a participatory budgeting exercise to take place in Autumn 2022. 

The Chair had arranged for circulation of a proposal, prior to the meeting, for discussion by Local Partnership members to structure consideration of grant applications which proposed that (i) applications for £1,000 or less be allocated 100% of the amount requested; (ii) applications for more than £1,000 with direct reference to the local priorities where the project was located in or specific to the area be allocated 70% of the amount requested; (iii) applications with direct reference to the local priorities where the project was not located in or specific to the area be awarded 40%;of the amount requested; (v) applications for more than £1,000 partially meeting local priorities be allocated 22.5% of the amount requested; and those with partial  or no reference to the local priorities not be awarded funding. 

During discussion regarding the allocation of grant funding it was highlighted that previously the Local Partnership had proposed and agreed that a process be agreed, prior to the meeting, of allocating the Local Partnership budget.  In this connection, it had been agreed that a pre-meeting workshop be convened to enable members of the Local Partnership to explore options for taking budget decisions, have a clear agreement on a structured process for discussion, agree the criteria to be applied and identify options for dealing with any excess in the value of applications in excess of the available funds.  The reasons why this meeting had not been held in respect of the 2022/23 applications were outlined.  It was agreed that a pre-meeting workshop should be held in respect of applications to be considered for 2023/24 funding. In addition, members highlighted the desirability of ensuring that feedback in respect of previously funded projects from organisations seeking funding was available when considering applications and that application forms to be considered detailed the number of members in each organisation. Notwithstanding the above, it was agreed that the Convener’s proposal be accepted and that the applications be considered individually and determined as follows:
