Report by Chief Executive.

There was submitted a budget monitoring report and funding application feedback by the Chief Executive relative to the Erskine, Inchinnan, Bishopton and Langbank Local Partnership 2020/21.

The report intimated that the Local Partnership provided funding to community groups to undertake projects. This funding was allocated from the general grant fund and through a Participatory Budgeting exercise known a Celebrating Renfrewshire, the Youth Challenge Fund.

The funds allocated by Erskine, Inchinnan, Bishopton and Langbank Local Partnership in 2020/21 and the current budget position were detailed in the appendix to the report.

The feedback received from projects which received funding from Erskine, Inchinnan, Bishopton and Langbank Local Partnership in 2020/21 was detailed in the report. It was noted that due to the impact of Covid 19 on the capability of groups to successfully deliver projects, some groups had returned funding to the Local Partnership. In recognition of this situation it had been agreed that Local Partnership underspends in 2020/21 would be carried forward and added to the budget for 2021/22. For 2021/22, the normal arrangements would apply, requiring all funding to be spent by the end of the financial year with no provision for carry over to the following year. 

DECIDED: That the budget monitoring report and feedback from recipients of funding in 2020/21 be noted.

There was submitted a report by the Chief Executive relative to applications for funding from Renfrew Local Partnership in 2021/22.

The report intimated that the available allocation for the Local Partnership was £53,822 made up of £43,989 from the General Fund and £9,833 underspend carried forward from the 2020/21 General Fund budget. The carry forward of underspend was agreed due to the exceptional circumstances of the Covid pandemic which impacted on the ability of community organisations to undertake activities due to restrictions in place over the period. The normal arrangement whereby underspends could not be carried forward into the next financial year would be reinstated for 2021/22. The sum of £50 per community representative required to be ringfenced for potential claims for administrative expenses, which left a balance of £53,472 for allocation.

The report advised that the Youth Challenge Fund component of the Local Partnership’s funding, now known as Celebrating Renfrewshire, was £20,288. In addition, an underspend in the 2020/21 Celebrating Renfrewshire budget of £7,555 would be carried forward into 2021/22, making a total Celebrating Renfrewshire budget for 2021/22 of £27,843. This funding would be allocated by young people through a Participatory Budgeting exercise that would take place during autumn 2021.

Councillor McCulloch seconded by Councillor Campbell proposed that the grant applications be considered in tranches as follows: -

Councillor Harte, seconded by Councillor Begg moved, as an amendment, that each application be determined on its own merits.

On a vote being taken the following members voted for the motion, N Barrington, Councillor Campbell, Councillor McCulloch, Councillor Nicolson, H Sutherland and D Woodrow.

There voted for the amendment Councillor Begg, J Doherty, Councillor Harte, Councillor MacLaren, S Mullin and J Reid. There being an equality of votes cast, the Convener used her second and casting vote in favour of the motion.  The motion was accordingly declared carried.
