Chris Johnstone declared a non-financial interest in item 4 – Applications for Local Partnership Grant Funding – in respect of application FR1082 submitted by Rainbow Turtle as he was a member of that organisation and intimated his intention to remain in the meeting but not take part in any discussion or voting thereon.

Susan MacDonald declared a non-financial interest in item 4 – Applications for Local Partnership Grant Funding – in respect of application FR1100 submitted by Active Communities as she was a member of that organisation and intimated her intention to remain in the meeting but not take part in any discussion or voting thereon.

There was submitted the Minute of the meeting of this Local Partnership held on 25 February 2021.

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to the 2020/21 budget allocated to this Local Partnership. An appendix to the report detailed the distribution of funds.

The report advised that the 2020/21 budget allocated from the General Fund and the Paisley Common Good Fund of £62797 for this Local Partnership had been awarded to local groups. In addition, £24,095 had been awarded to local youth groups from the Celebrating Renfrewshire Fund.

The report also provided feedback from 18 local groups that had received funding in 2020/21 on the success of their projects and the benefits delivered to local communities.  It was noted that efforts continued to encourage more recipients of awards in 2020/21 to provide feedback.

It was acknowledged that the Covid-19 pandemic and resultant lockdown restrictions had affected the ability of groups to pursue projects and spend their allocated grant funding during 2020/21. Provision had been made to allow groups to carry forward grant funding into 2021/22 and, it was highlighted that an underspend of £5,300 from the General Fund had been carried forward to 2021/.

DECIDED:  That the report and feedback be noted.

The Partnerships Planning and Development Manager provided a verbal update relative to a pilot project being undertaken by ROAR Connections For Life /Renfrewshire Health & Social Care Partnership within the local Partnership area in respect of loneliness and isolation.  It was highlighted that the Local Partnership had previously agreed that Social Connections was a key priority for the Partnership and it was proposed that the Project Worker be invited to a future meeting of the Local Partnership to provide a further update in respect the project. It was noted that that the project worker would be engaging with Key Partners and many of the organisations receiving funding from the Local Partnership. 

DECIDED:  That the information provided be noted and that the Project Worker be invited to a future meeting of the Local Partnership to provide a further update.

There was submitted a report by the Chief Executive relative to the applications for Local Partnership grant funding.  

The report intimated that at previous meetings of the Local Partnership priorities for the Local Partnership had been agreed, applications had been assessed into categories of (i) those with direct reference to the local priorities where the project was located in or specific to the area; (ii) those with direct reference to the local priorities where the project was not located in or specific to the area; and (iii) those with partial  or no reference to the local priorities. 

The available allocation for Paisley East Local Partnership was £68,647, comprising £52,247 from the General Fund, £11,100 from Paisley Common Good Fund and a £5,300 underspend carried froward from the 2020/21 General Fund Budget.  From this allocation £550 had been ringfenced for community representative’s expenses.  The total value of applications received was £93,937.25 which meant that the available allocation was oversubscribed.  

The report advised that the Celebrating Renfrewshire Fund component for this Local Partnership was £24,840.25 and would be allocated by young people through a participatory budgeting exercise to take place in Autumn 2021.  

The Chair had arranged for circulation of a proposal, prior to the meeting, for discussion by Local Partnership members to structure consideration of grant applications which proposed that those with direct reference to the local priorities where the project was located in or specific to the area be allocated 100% of the amount requested; (ii) those with direct reference to the local priorities where the project was not located in or specific to the area be awarded either 50% or 60%;of the amount requested and those with partial  or no reference to the local priorities not be awarded funding. 

Following discussion, it was agreed that the applications be considered individually and determined as follows:

FR1045 – I Am Me Scotland – Keep Safe – awarded £816.

FR1052 – Boys Brigade Paisley and District Battalion – Administration, events and Running costs - awarded £500.

FR1069 – Outspoken Arts Scotland Ltd – Artworks – Creative Learning Workshop - awarded £1,000.

Councillor Sharkey, seconded by Councillor Devine, moved that an award of £2,500 be made in respect of application FR1101 REEM – REEM Drop-in.

Councillor Adam-McGregor, seconded by Councillor Graham, moved as an amendment that an award of £1,500 (60% of the amount requested) be made.

On the roll being called between the motion and the amendment, the following members voted for the amendment: Councillor Adam-McGregor; Councillor N Graham; Councillor McGurk; S McDonald; Councillor McIntyre; and F McCauley.

The following members voted for the motion: Councillor Davidson; Councillor Devine; C Forbes; C Johnstone; E Loch; Councillor McNaughtan; P Pieraccini; and Councillor Sharkey.

6 members having voted for the amendment and 8 members having voted for the motion, the motion was declared carried.
