There was submitted a report by the Chief Executive relative to applications for Local Partnership grant funding from the 2020/21 budget.
The report advised that applications for grant funding from the seven Local Partnership areas were invited in February 2020, to be considered at the Local Partnership meetings due to be held in June. Applicants had also been provided with refreshed guidance, as well as a description of the Local Priorities identified by the Erskine, Inchinnan, Bishopton and Langbank Local Partnership.
Following agreement by Renfrewshire Council’s Emergencies Board that Local
Partnerships would resume in September 2020, all applicants were contacted and
provided the opportunity to amend their application or reflect any changes in
circumstances that may have occurred since original applications were submitted.
The report indicated that following feedback received by Local Partnership members in previous funding rounds, an initial assessment had been carried out by officers to support Local Partnership members in their decision-making. Where applications had made clear reference to the Local Priorities identified by the Local Partnership, this was identified in the first table at Appendix 1. Applications that made a partial or no reference to Erskine, Inchinnan, Bishopton and Langbank Local Priorities were summarised in the second table. Local Partnership members were asked to consider the applications for funding summarised at Appendix 1 and 2 of the report, and to assess these against the Local Priorities agreed by the Erskine, Inchinnan, Bishopton and Langbank local priorities.
The priorities of the Erskine, Inchinnan, Bishopton and Langbank Local Partnership
were identified as: -
Health and Wellbeing; Connectivity; Community Identity; Planning and Environment; and Community Empowerment.
In addition, Intergenerational work was identified as a key theme.
The report intimated that the available allocation for Erskine, Inchinnan, Bishopton and Langbank Local Partnership was £43,989. In addition, a sum of £50 per community representative required to be ringfenced for potential claim of expenses. These expenses were deducted from the available allocation for the Local Partnership, requiring £350 to be ringfenced. The sum available for allocation by the Local Partnership was therefore £43,639.
The report indicated that the Youth Challenge Fund component of Erskine, Inchinnan, Bishopton and Langbank Local Partnership Funding was £20,288. This funding would be allocated by young people through a Participatory Budget process which was currently underway.
The Convener proposed the following: -
Group 1 - Not awarded any funding as all applications in this group were affected by Covid-19 restrictions;
Group 2 – Accepted for funding; and
Group 3 - For discussion.
This was agreed unanimously.
