The Chair indicated that there was one additional item which had not been included in the notice calling the meeting. The Chair, being of the opinion that the item which was dealt with at item 2 below was competent and relevant, authorised its consideration.
Police Scotland Update

B McNaught, Police Scotland provided an update on local issues affecting the Partnership area, he addressed concerns raised at the number of car thefts which had been carried out. He indicated that a number of incidents had taken place on one night and advised that a number of members of the public had come forward with personal CCTV footage which had assisted Police Scotland with its enquiries.

In terms of Community Policing, concern was expressed that the area had only one community police officer. Scottish Fire and Rescue had also been called out a number of times in relation to fires in wheelie bins. It was noted that this issue was not confined to Erskine but was occurring in other areas.

Discussion then took place with regard to vigilante groups in other local authority areas. Inspector McNaught strongly recommended against this course of action.

Reference was made to the speed watch system and Inspector McNaught indicated that this was more akin to a neighbourhood watch scheme and that individuals were trained on the use of the devices to check the speed of vehicles in the area. 

Inspector McNaught indicated that Police Scotland was currently campaigning to recruit additional Special Constables.

Report by Chief Executive, Renfrewshire Council. M Woodward representing the Breastfeeding Network will be in attendance.

Under reference to item 4a of the Minute of the meeting of this Partnership held on 14 November 2019, there was submitted a report by the Chief Executive Renfrewshire Council relative to an application for Partnership funding by the Breastfeeding Network. The report contained a summary of the application and the background thereto, and detailed specific issues that the Local Partnership members had raised for further information. The report also indicated that should the Partnership be minded not to approve the grant to the Breastfeeding Network, the resource would be awarded to projects identified through the Celebrating Renfrewshire Youth Participatory Budgeting exercise as agreed at the meeting held on 14 November 2019  A list of the projects that had applied for funding through this fund was appended to the report.  The Partnership resumed consideration of the request for grant funding by the Network for £6091 to fund breastfeeding support to local women. 

M Woodward from the Breastfeeding Network, Renfrewshire Breast Buddies was invited to attend the meeting. She indicated that the Network had been volunteering in Renfrewshire for around 15 years and with the support of Renfrewshire Council and the Scottish Government since 2015 which had enabled further training of mothers who had breastfed to support other new families achieve their breastfeeding goals.

She advised that the last year the weekly drop in group in Johnstone had had mothers attend from Erskine, Bishopton, Langbank and Inchinnan.

She indicated that the Network would like to offer a more localised group for these mothers by training more peer supporters and opening another drop-in group which would then give them more choice. By training these women they would achieve an accredited qualification from Open College Network London ( OCN) which could help them to access further education. The training opportunity helped to reduce isolation in new mothers and helped them access new social networks, gaining confidence and learning new skills. Some mothers wanted to train with the Network as they had had a difficult experience themselves and wanted to help others avoid difficulties. Other mothers wanted to train because they themselves had received good support and want to give back to the community.

M Woodward indicated that the Network had held a popup breastfeeding support group in Erskine Sports Centre which had been very successful. Both new mothers and pregnant women attended.

M Woodward stated that the Network used Social Media, local Health visiting teams and word of mouth advertise their training and she was developing a poster and intended to organise an informal information session.

M Woodward was then heard in answer to questions from members of the Partnership on the Breastfeeding Network. M Woodward then left the meeting and discussion took place on the merits of the application. Councillor Campbell proposed that in terms of future sustainability, that in the letter confirming grant, the Breastfeeding Network be encouraged to seek guidance from Renfrewshire Enterprise on alternative funding streams. This was agreed 

Councillor Campbell seconded by D Woodrow moved that the application be granted on the basis that the Network provide feedback on the impact that the funding has locally. This was agreed.

DECIDED:

(a) That the award of a grant of £6091from the Erskine, Inchinnan, Bishopton and Langbank Local Partnership to the Breastfeeding Network be approved subject to the Network providing feedback the funding has locally; and

(b) That it be agreed in terms of future sustainability, in the letter confirming grant, the Breastfeeding Network be encouraged to seek guidance from Renfrewshire Enterprise on alternative funding streams.

Under reference to item 6 of the Minute of the meeting of this Partnership held on 14 November 2019 There was submitted a report by the Chief Executive, Renfrewshire Council together with a presentation by the Sustainability, Place and Assets Manager relative to recycling. 

The report advised that one of the local priorities identified by the Local Partnership was Planning and Environment where the Partnership wanted to be involved in, and influence, planning decisions, and were particularly interested in land ownership and use. The Partnership saw this as key to supporting a clean and green area which included street cleanliness issues at a local level, but also wider green issues such as low carbon. 

It had been agreed that an officer from Renfrewshire Council would be invited to attend the meeting of the Local Partnership on 30 January 2020 to give a presentation on recycling.

K Anderson, Sustainability, Place and Assets Manager submitted a presentation on recycling. 

The presentation provided information on Scotland’s zero waste plan, the circular economy; the challenges in terms of waste composition for grey bins; objectives of service change; impacts of service change; achievements; the Clyde Valley Residual Waste Treatment Project; partner Councils; key facts; the Bargeddie Residual Waste Treatment plant; future legislation, in particular in relation to the Deposit Return Scheme; Extended Producer Responsibility for Packaging Waste Consultation; improving enforcement; and secondary legislation.

The Sustainability, Place and Assets Manager was then heard in answer to questions from members on the presentation.

 DECIDED: That the report and presentation be noted.
