Councillor McCulloch declared a non-financial interest in item 3 – Applications for Local Partnership Grants (FR1089) – Lapwing Lodge Activity Centre as his son was a member of the Scouts. He declared his intention to remain in the meeting but not take part in any discussion or voting thereon.

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to outstanding business arrangements to be determined by the Local Partnership.

The report explained that the name of the Local Partnership remained to be determined as did the venue for future meetings.  In terms of the adoption of a Code of Conduct  (Standing Order 11:  Code of Conduct and Conflict of Interests) it was noted that members had agreed at the last meeting held on 4 April 2019 adopt the Code of Conduct and complete a Register of Interests and to declare any registered interests at meetings.

The report also advised that, in terms of grant funding, the Youth Challenge element of grant applications would be determined by a Participatory Budgeting exercise for young people being held during August/September 2019 and that a community conference event for this Local Partnership would be held during September/October 2019 to engage with community groups, voluntary organisations and members of the public who were not represented formally on the Local Partnership.

DECIDED 

(a) That the name of Erskine, Inchinnan, Bishopton and Langbank Local Partnership remain unchanged;

(b) That a number of venues throughout the Partnership area be identified and used in rotation as the venues for future meetings;

(c) That it be noted that the Partnership had previously agreed to adopt the Code of Conduct for Devolved Public Bodies, and that Register of Interests be completed by each member representing a community group by 31 July 2019; and

(d) That it be noted that the Youth Challenge element of grant funding would be determined by a Participatory Budgeting exercise in August/September 2019, and that a community conference event would be held in September/October 2019.

There was submitted a report by the Chief Executive relative to applications for grant funding from organisations within the Erskine, Inchinnan, Bishopton and Langbank Local Partnership area. Applications had been invited with the deadline for submission of 20 May 2019. 

At the meeting of the Partnership held on 4 April 2019 members had agreed a draft set of priorities as under: -

Health and Wellbeing;
Connectivity
Community Identity;
Planning and environment;
Community empowerment; and
Intergenerational work – key themes

The applications received by the submission date were detailed in Appendix 1 to the report and listed under two categories:

Applications for Erskine, Inchinnan, Bishopton and Langbank only; and
Applications for Erskine, Inchinnan, Bishopton, Langbank and other areas.

The available allocation for Erskine, Inchinnan, Bishopton and Langbank was £43,989. The total value of applications received was £64,004. In addition a sum of £50 per community representative required to be ringfenced for potential claim of expenses, as agreed at the meeting of 4 April 2019.   

The Convener circulated a document for discussion and structure for the consideration of applications which categorized the applications into three tranches, namely:

Tranche A – Applications with most applicability to Local Partnership Priorities 
Tranche B – Applications that could be directed towards the Youth Challenge Fund; and
Tranche C – Applications with least applicability to Local Partnership Priorities.

The applications would than be considered in numerical order.

Councillor Campbell proposed the following:

(a) That application FR1089, Lapwing Lodge, and application FR1115, Paisley Pirates Ice Hockey Club be moved from Tranche C to Tranche A to allow these applications to be discussed;

(b) That applications in Tranche B be directed towards the Youth Challenge Fund; and

(c) That applications in Tranche C be rejected.

This was agreed unanimously.

The following were recommended for award by the Local Partnership: -

FR1107 Bishopton Parish Church – The Cornerstone -£4095.00
FR1115 Paisley Pirates Ice Hockey Club – Deferred to Youth Challenge Fund
FR1142 Erskine Community Allotments - £9806
FR1159 Renfrewshire Visually Impaired Forum - £500
FR1228 Renfrewshire Access Panel - £2239.32
FR1250 The Breastfeeding Network - Continued for further information
FR1262 Fusion Youth Ministries - Grant of £5300 to underwrite the cost of
the event. The funding to be repaid if supported by the cost from ticket sales                     
FR1272 Lamont Farm - £4000 and strategic Plan to be submitted to a future funding meeting
FR1285 Shopmobility - £1251  

The undernoted applications were deferred by the Local Partnership the Youth Challenge Participatory Budget

DECIDED:  That it was agreed to award the applications as noted above.  The Local Partnership awarded all grant money as noted above. The Local Partnership deferred some applications to the Youth Participatory Challenge Fund and some applications were also declined as noted above.
 

 
Note that the next meeting of this Local Partnership will be held in November 2019. The date, time and venue to be advised.
