Opening Remarks
Councillor McGurk welcomed everyone present and expressed her desire to ensure that business was carried out efficiently and that decisions were made by consensus.

The Lead Officer intimated that the focus of this meeting was disbursement of grant funding and advised that as the amount of funding requested by applicants greatly exceeded the amount of funding available for disbursement, some challenging decisions required to be made.  She further advised that decisions to award funding should reflect the priorities discussed by the Local Partnership at the last meeting.

Report by the Chief Executive.

There was submitted a report by the Chief Executive relative to outstanding business arrangements to be determined by the Local Partnership.

The report explained that the name of the Local Partnership remained to be determined as did the venue for future meetings.  In terms of the adoption of a Code of Conduct  (Standing Order 11:  Code of Conduct and Conflict of Interests) it was noted that members had received a letter from the Head of Corporate Governance indicating that as he had received no opposition to the introduction of a Code of Conduct, this should now be adopted and as such members who were community representatives required to complete a Register of Interests and to declare any registered interests at meetings.

The report also advised that the Youth Challenge element of grant funding for this Local Partnership would be determined by a participatory budgeting exercise for young people being held during August/September 2019 and that a community conference event would be held during September/October 2019 to engage with community groups, voluntary organisations and members of the public who were not represented formally on the Local Partnership.

DECIDED:

(a) That Glenburn, Foxbar & Brediland Local Partnership be renamed Glennifer Local Partnership with immediate effect;

(b) That Glenburn Community Centre and Foxbar Community Centre be used in rotation as the venues for future meetings and that a suitable system for amplifying sound be provided;

(c) That the Code of Conduct for Devolved Public Bodies be adopted, and a Register of Interests be provided by each member representing a community group;

(d) That it be noted that the Youth Challenge element of grant funding would be determined by a participatory budgeting exercise in August/September 2019; and

(e) That a community conference event for this Local Partnership would be held in September/October 2019.

In terms of the undernoted item, Councillor Mack being the mover of a motion which failed to find a seconder, requested that his dissent be recorded.

There was submitted a report by the Chief Executive relative to applications received for grant funding from this Local Partnership.

The report advised that each application reflected one or more of the themes/priorities that had been discussed at the previous meeting: Community Assets; What’s On in Glenburn, Foxbar & Brediland; Public Safety and Road Safety; Isolation & Loneliness; and Play Facilities.  A list of all applications and a summary of each application were attached to the report as Appendices 1 and 2 respectively.  An application from Meikleriggs Cricket Foundation had been omitted in error from the list of applications/summaries and was also submitted.

It was noted that the amount of funding available for disbursement was £52,214, of which £350 had been ringfenced for community members’ expenses and the total amount of funding requested by applicants, including Meikleriggs Cricket Foundation, was £156,609.32, leaving a shortfall of £104,745.32.







The report intimated that, additionally, the Youth Challenge Fund component for this Local Partnership was £19,861 and would be allocated by young people through a participatory budgeting exercise to take place later in the year.  It was recommended therefore, that the undernoted applications from organisations providing services to youths be referred to the participatory budgeting exercise for consideration of an award from the Youth Challenge Fund:

Thereafter, it was proposed that members consider whether to recommend an award to each of the remaining applicants.  This was agreed, and either unanimously or by a majority following an indicative vote taken by a show of hands, it was recommended that the undernoted applications be declined:

ADJOURNMENT

The Convener adjourned the meeting for 10 minutes to allow budget calculations to be updated.

On resumption of business, it was further proposed that, of the remaining applications, those seeking funding of £2,000 or less be recommended for approval of an award.  This was agreed, and it was recommended that the undernoted awards be approved:

(a) That, in terms of paragraph 7.1 of Standing Orders for Local Partnerships, authority be delegated to the Lead Officer to award, defer or decline grant funding as per the recommendations of the Local Partnership and as listed on the appendix to this Minute;

(b) That it be noted that no funds remained to be disbursed by this Local Partnership during 2019/20; and

(c)  That, where applications were declined, advice be provided by Community Planning  about alternative sources of funding.
 

The next meeting is scheduled to take place in November 2019 at a date, time and venue to be arranged.
