Opening Remarks
Councillor McNaughtan opened the meeting by extending a welcome to everyone present and expressed his desire to ensure that business was determined by consensus.  He intimated that the main focus of the meeting was disbursement of grant funding and advised that the amount of funding requested by applicants greatly exceeded the amount of funding available for disbursement.  He further advised decisions to award funding should reflect the priorities set by the Local Partnership at the last meeting.

DECIDED: That the information provided be noted.
 
Applicatgions for Local Partnership Funding

There was submitted a report by the Chief Executive relative to the applications for Local Partnership Funding.

The report intimated that applications for funding from the Local Partnership had been invited to reflect the Local Partnership’s priorities:- Community Empowerment, Tackling Social Isolation to Promote Health, Green Spaces, and Community Safety. The available allocation for Paisley North, West and Central was £55,572.  The total value of applications received was £163,083.  Councillor McNaughtan advised that the available allocation was oversubscribed by £106,745.  In addition, the sum of £50 per community representative required to be ringfenced for potential claim of administrative expenses, as agreed at the meeting in March 2019.

Councillor McNaughtan invited the partnership to consider the applications as set out in Appendix 1 and Appendix 2.

DECIDED:  The Local Partnership agreed to award all grant money as noted above. The Local Partnership deferred some applications to the Youth Challenge Fund and some applications were also declined as noted above.

There was submitted the Minute of the meeting of the Local Partnership held on 19 March 2019.

DECIDED: That the Minute be approved.
Report by the Chief Executive.

There was submitted a report by the Chief Executive relative to the business arrangements of the Local Partnership which advised that no suggestions had been received for alternative names and/or venues for future meetings.

Paisley North, West and Central was suggested as a new name for this Local Partnership and this was agreed by all members present.

The report intimated that the Youth Challenge element of Paisley North, West and Central would be agreed through a Participatory Budget exercise for young people that would take place during August/September 2019.  The outcome would be reported back to the next meeting of the Local Partnership in November 2019.

The report also advised that a community conference event for Paisley North, West and Central would take place during September/October 2019.  The next meeting of the Local Partnership would take place in November 2019.

DECIDED:

(a)  That the name of the Local Partnership be changed to Paisley North, West and Central;

(b)  That the outcome of the Youth Challenge Participatory Budget exercise would be reported back to the next meeting of this Local Partnership in November 2019; and

(c)  That the next meeting of the Local Partnership would be held in November 2019, date and venue to be confirmed.
