The meeting will take place at 12.15 pm or at the conclusion of the Johnstone & Linwood Local Partnership meeting whichever is the later.

Membership of Glenburn and Foxbar & Brediland Local Partnership

The Chair intimated that two further applications for membership of the Glenburn and Foxbar & Brediland Local Partnership by Paisley Sea Cadets and West Region Scouts Association that had not been included within the undernoted report would also be considered. 

The application by Paisley Sea Cadets had been submitted in error to the meeting of the  Paisley North, Gallowhill, Ferguslie and Paisley West & Central Local Partnership held on 24 January 2019.  Consequently, the application had been withdrawn and submitted to this Local Partnership for consideration.  The application by West Region Scouts Association was a late submission.

Thereafter, there was submitted a report by the Chief Executive relative to the appointment of community representatives to vacant positions on this Local Partnership.

The report advised that in terms of the decision taken at the meeting of the Council held on 27 September 2018 membership of each Local Partnership would comprise of an equal number of elected members from Renfrewshire Council and community representatives, with the standing members being those elected members who represented wards within the Local Partnership area and representatives of active community councils in the area.  The report listed seven elected members who were eligible for membership together with the representative for Foxbar & Brediland Community Council, being the only active community council in the area.  Glenburn Community Council was not active and therefore no representative could be appointed.  As a result, there remained six places to be filled by community representatives.

Details of five organisations who had expressed an interest in providing a community representative to sit on this Local Partnership were listed within the report.  Criteria to support standing members to determine the appointment of community representatives was also provided, together with information about the two additional applications for membership not included within the report.

Following discussion, it was proposed that the representative of West Region Scouts Association be appointed to act in the interests of young people.  This was agreed.

It was also proposed that the representatives of Glenburn Community Tenants’ & Residents’ Association, The Thursday Club, Foxbar Rivers Community Building and Stronger Communities Glenburn be appointed.  This was agreed.

It was further proposed that one place be filled by the representative of Paisley Sea Cadets on an interim basis until Glenburn Community Council was re-established or the three-year term of office ended, whichever occurred earlier.  This was agreed.

As the available places had been filled, the remaining application by Paisley People’s Archive could not be accepted.

 

DECIDED:

 

 (a)  That Jim Duffy (West Region Scouts Association) be appointed to the Local Partnership to act in the interests of young people;

 

(b)  That Shirley McLean (Glenburn Community Tenants’ & Residents’ Association), Bill Martin (The Thursday Club), Doreen Polson (Foxbar Rivers Community Building) and Yvonne Povah (Stronger Communities Glenburn) be appointed to this Local Partnership;

 

(c)  That one place be filled by Jim Duffy (Paisley Sea Cadets) on an interim basis until Glenburn Community Council was re-established or the three-year term of office ended, whichever occurred earlier; and

 

(d)  That, as all available places had been allocated, the remaining application by Paisley People’s Archive be not approved.

It was noted that the next meeting would be held in March 2019 on a date and time to be advised as soon as possible.

It was proposed that meetings of this Local Partnership be held at venues within the local community.  This was agreed.

DECIDED:  That it be agreed that the next meeting of the Local Partnership – Glenburn and Foxbar & Brediland would be held in March 2019 at a venue within the local community, on a date and at a time to be advised as soon as possible.
