In accordance with the terms of the local recognition and procedure agreement, which stated that the Chair of the Committee should alternate between the two sides comprising the Renfrewshire Council Joint Negotiating Committee for Teaching Staff, it was agreed that John Welsh chair this meeting of the Renfrewshire Council Joint Negotiating Committee for Teaching Staff.

DECIDED: That John Welsh chair this meeting of the Renfrewshire Council Joint Negotiating Committee for Teaching Staff.

There was submitted the Minute of the meeting held on 17 March, 2015.

SEDERUNT

M Convery entered the meeting during consideration of the following item of business.

There was submitted a report by the Joint Secretary (Teachers’ Side) relative to the compulsory transfer of unpromoted teachers in secondary schools.

The report intimated that the Teachers’ Side wished to raise concerns relative to the issue of the agreed procedure for the compulsory transfer of surplus unpromoted teachers in secondary schools. The concerns related to a need for a consistent and transparent implementation of the policy with specific reference to the identification of members of staff who were deemed to be surplus; the existing protections in place for surplus teachers who had been transferred; and the manner in which teachers deemed to be surplus were informed of the decision.

The Head of Service advised that the Management Side would be happy to meet with the Teachers’ Side to discuss these issues and gave an assurance that management took seriously all agreements with the Teachers’ Side and that these agreements and policies were implemented as written.

DECIDED:

(a) That the Management Side and Teachers’ Side meet to discuss the concerns raised by the Teachers’ Side; and

(b) That it be noted that the Management Side had given an assurance that management took seriously all agreements with the Teachers’ Side and that these agreements and policies were implemented as written.

Under reference to item 6 of the Minute of the meeting of this Committee held on 21 January, 2015 there was submitted a report by the Joint Secretary (Teachers’ Side) relative to a referral of the failure to agree to the Joint Chairs of the Scottish Negotiating Committee for Teachers (SNCT) for conciliation under the auspices of JNC 1/Revised on the grounds of breach of procedure.

The report intimated that the solution proposed by the Joint Secretaries of the SNCT was not acceptable to the Teachers’ Side and as such the matter had been referred to the Joint Chairs of the SNCT to determine. 

DECIDED:  That it be noted that the failure to agree had been referred to the Joint Chairs of the SNCT to determine.

It was noted that the next meeting of the Renfrewshire Council Joint Negotiating Committee for Teaching Staff would be held on 16 June, 2015 at 2.00 p.m.
