Councillor McEwan intimated that she wished to table an emergency motion which had not been included in the notice calling the meeting and requested that this be taken as an additional item. The Convener ruled, in terms of Standing Order 14, as there were no special circumstances which required the item to be considered at the meeting as a matter of urgency, the motion would not be taken up as an additional item of business.

Mr Allen, representing the applicant, and Ms J Quinn representing Paisley 2021 were invited into the meeting.

 

After consideration of all matters before the Board, the Convener proposed that the policy which stated that “the extent of advertising permitted on the bodywork of both taxis and private hire cars be restricted to one door on each side of the vehicle, with only one advertisement being allowed on any door and the permitted size of any advertisement be 99 cm by 51 cm" be not applied to Skyedale Limited's taxi operator’s licence, and that a full vehicle wrap to include the Paisley 2021 pattern on the rear, the Paisley 2021 logo on the front driver and passenger door and the Paisley 2021 logo on the rear window and roof of the vehicle be permitted. This was agreed unanimously.

There was no appearance by, or on behalf of Ms McDowall. The Convener proposed that the application be considered in Ms McDowall’s absence. This was agreed unanimously.

 

The Convener proposed that the application be allowed to be an exception to the Board’s policy on trading hours and that the application be granted for a period of two years. This was agreed unanimously.

EXCLUSION OF PRESS AND PUBLIC
The Board may by resolution exclude the press and public from the meeting during consideration of items 6(a), 6(b), 7, 8 and 9 as it is likely, in view of the nature of the business to be transacted, that if members of the press and public are present, there could be disclosure to them of exempt information as defined in paragraph 3 of Part I of Schedule 7A of the Local Government (Scotland) Act, 1973.

The Board resolved that the press and public be excluded from the meeting during consideration of items 6(a), 6(b), 7, 8 and 9 as it was likely, in view of the nature of the business to be transacted that if members of the press and public were present there would be disclosure to them of exempt information as defined in paragraph 3 of part I of schedule 7A of the Local Government (Scotland) Act 1973.

After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years. This was agreed unanimously.

Consider the possible removal of the undernoted landlord from the register of landlords. The landlord has been asked to appear personally for the first time together with Police Scotland: -

The Board considered the possible removal of the undernoted Landlord from the Register of Private Landlords.  The licence holder had been asked to appear personally for the first time together with Police Scotland who had submitted a letter in relation to the hearing   :-

Councillor Hood seconded by Provost Hall moved that Easilet Investments be not removed from the Register of Private Landlords.

 

Councillor E Devine, seconded by Councillor M Devine, moved as an amendment that Easilet Investments be removed from the register.

 

In terms of Standing Order 30 the Convener intimated that the vote would be by a show of hands.

 

On a vote being taken, 3 members voted for the amendment and 7 members voted for the motion.  The motion was accordingly declared carried. 

 

DECIDED:         That Easilet Investments be not removed from the Register of Private Landlords.

After consideration of all matters before the Board, the Board adjourned to allow members to consider the applications.  The meeting was reconvened.

 

Councillor Hood, seconded by Provost Hall moved that each of the five applications be granted for a period of one year.

 

Councillor Mylet, seconded by Councillor Mullin, moved as an amendment that consideration of all five applications be continued to a future meeting of the Board.

 

In terms of Standing Order 30 the Convener intimated that the vote would be by a show of hands.

 

On a vote being taken, 5 members voted for the amendment and 4 members voted for the motion. The amendment was accordingly declared carried.

It was noted that the objection submitted by David Stewart outwith the timescale for objections had been withdrawn.  

 

On hearing the reasons for the lateness of the objections it was decided that the objections be taken into account when the applications were being considered.

 

After consideration of all matters before the Board, the Board adjourned to allow members to consider the applications.  The meeting was reconvened.

 

Councillor Hood, seconded by Provost Hall moved that each of the ten applications be granted for a period on one year.

 

Councillor Mylet, seconded by Councillor McQuade, moved as an amendment that consideration of all ten applications be continued to a future meeting of the Board.

 

In terms of Standing Order 30 the Convener intimated that the vote would be by a show of hands.

 

On a vote being taken, 5 members voted for the amendment and 4 members voted for the motion. The amendment was accordingly declared carried.
