Additional Item

The Convener intimated that there was an additional item in relation to an application for renewal of a Late Hours Catering Licence submitted by Alpha 314, 11 Ninian Crescent, Woolilee Village, Lenzie which had not been included in the notice calling the meeting. The Convener, being of the opinion that the item, which is dealt with at item 7 of this Minute, was urgent in view of the need to determine the matter timeously authorised its consideration.

Exclusion of Press and Public
The Board resolved that the press and public be excluded from the meeting during consideration of the following items of business as it was likely, in view of the nature of the business to be transacted that if members of the press and public were present there would be disclosure to them of exempt information as defined in paragraph 3 of part I of schedule 7A of the Local Government (Scotland) Act 1973.
Renewal of Late Hours Catering Licence

There was submitted the undernoted application for renewal of a Late Hours Catering Licence:-

 

Applicant: Alpha 3134, 11 Ninian Crescent, Woolilee Village, Lenzie

Premises: Shell Garage, Charleston, Lonend, Paisley

Operating Hours: 7 days per week, 11.00 pm to 5.00 am

 

The Convener proposed that the applicant be again allowed to be an exception to the Board’s policy on trading hours and that the application be granted for a period of two years.  This was agreed unanimously.

 

DECIDED: That the applicant be again allowed to be an exception to the Board’s policy on trading hours and that the application be granted for a period of two years.

There were submitted the undernoted applications for renewal of Private Hire Car Drivers’ Licences.  The applicants had been asked to appear personally for the first time together with Police Scotland who had submitted a representation to application (a) and an objection to application (b):-

 

(a) Keith Hurley, 60 Buchlyvie Road, Paisley

 

Mr Hurley, the applicant, was invited into the meeting together with Inspector Thomson, Constable McEwan and Constable Bruce on behalf of the Chief Constable who had submitted a representation to the application.  After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years.  This was agreed unanimously.

 

DECIDED: That the application be granted for a period of two years.

 

(b) Henry Curran, 24 Tullis Gardens, Glasgow

 

There was no appearance by or on behalf of Mr Curran.  Inspector Thomson, Constable McEwan and Constable Bruce on behalf of the Chief Constable who had submitted an objection to the application were invited into the meeting.  The Convener proposed that the application be considered in Mr Curran’s absence and this was agreed unanimously.After consideration of all matters before the Board, the Board adjourned to allow members to consider this application.  The meeting was reconvened and the Convener proposed that the application be granted for a period of one year.  This was agreed unanimously.

Ms Millar, the applicant, was invited into the meeting.  After consideration of all matters before the Board, the Convener proposed that the applicant be allowed to be an exception to the relevant Board policy and that the application be granted.  This was agreed unanimously.

 

It was proposed that authority be delegated to officers to grant similar applications in the future where applicants have resided in the UK since prior to attaining 16 years of age.  This was agreed.

 

DECIDED:

There were submitted the undernoted applications for renewal of Taxi Drivers’ Licences.  The applicants had been asked to appear personally for the first time:-

Mr McClure, the applicant, and Mr Simpson, his Solicitor, were invited into the meeting.  After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years.  This was agreed unanimously.

 

DECIDED: That the application be granted for a period of two years.

 

(b) Craig Hughes, 38 Nith Drive, Renfrew

 

There was no appearance by or on behalf of Mr Hughes.  The Convener proposed that the application be considered in Mr Hughes’s absence and this was agreed unanimously.  After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years.  This was agreed unanimously.

 

DECIDED: That the application be granted for a period of two years.

 

(c) Iain Kelly, 22 Kirkmichael Avenue, Broomhill, Glasgow

 

Mr Kelly, the applicant, was invited into the meeting.  After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years.  This was agreed unanimously.

Mr McKinnon, the applicant, was invited into the meeting.  After consideration of all matters before the Board, the Convener proposed that the application be granted for a period of two years.  This was agreed unanimously.

Mr Skinnider, the applicant, was invited into the meeting.  After consideration of all matters before the Board, the Board adjourned to allow members to consider this request.  The meeting was reconvened and the Convener proposed that Mr Skinnider’s request for exemption from assisting wheelchair passengers be granted for the duration of his current Taxi Driver’s Licence. This was agreed unanimously.

Under reference to item 7 of the Minute of the meeting of this Board held on 11 May 2016 resume consideration of application (a) for the grant of Landlord Registration and submit application (b) for the grant of Landlord Registration. Applicant (a) has been asked to appear personally for the second time and applicant (b) for the first time:-

(b) Fiona Siddall, Quick Save Supermarket, Box 63, Partida Murtar, Bajo 02/2, Pedreguer, 03750 Spain
