EXCLUSION OF PRESS AND PUBLIC
The Board may by resolution exclude the press and public from the meeting during consideration of items 1, 2, 3(a) and (b), 4, 5(a) and (b) and 6(a), (b) and (c) as it is likely, in view of the nature of the business to be transacted, that if members of the press and public are present, there could be disclosure to them of exempt information as defined in paragraph 3 of Part I of Schedule 7A of the Local Government (Scotland) Act, 1973.
The Board resolved that the press and public be excluded from the meeting during consideration of items 1, 2, 3, 4(a) and (b), 5, 6 and 9(a), (b) and (c) as it was likely, in view of the nature of the business to be transacted that if members of the press and public were present there would be disclosure to them of exempt information as defined in paragraph 3 of part I of schedule 7A of the Local Government (Scotland) Act 1973.

The Assistant Managing Solicitor (Licensing) advised that Police Scotland had withdrawn their representation to the application and that the application had been granted under delegated authority for a period of one year.

There was submitted the undernoted application for the grant of a Private Hire Car Driver’s Licence. The applicant had been asked to appear personally for the first time together with Police Scotland who had submitted an objection received outwith the statutory timescale to the application:-

Mr Zahid, the applicant, and his Solicitor, Mr Keane, were invited into the meeting together with Inspector Thomson, Sergeant Curran and Sergeant McLaren, on behalf of the Chief Constable who had submitted an objection received outwith the statutory timescale to the application.
On hearing the reason for the objection being received outwith the statutory timescale it was decided that the objection be taken into account when the application was being considered. After consideration of all matters before the Board, the Board adjourned to allow members to consider this application. The meeting was reconvened and the Convener proposed that the application be refused. This was agreed unanimously.
DECIDED: That the application be refused.
Consider the possible suspension of the undernoted Private Hire Car Driver’s Licences. The licence holders have been asked to appear personally for the first time together with Police Scotland:-

The Assistant Managing Solicitor (Licensing) advised that Mr Robertson had intimated that he would be unable to attend the meeting and sought a continuation as his Solicitor was unable to attend and represent him.
The Convener proposed that consideration of the request be considered in Mr Robertson’s absence and this was agreed unanimously. After consideration of all matters before the Board, the Convener proposed that Mr Robertson’s request for exemption from assisting wheelchair passengers be granted for the duration of his current Taxi Driver’s Licence. This was agreed unanimously.

Under reference to item 9(f) of the Minute of the meeting of this Board held on 17 September, 2015 consideration was resumed of application (b) for the grant of Landlord Registration and there was submitted application (a) for the grant of Landlord Registration. Applicant (b) had been asked to appear for the second time and applicant (a) had been asked to appear personally for the first time together with Police Scotland in connection with the applications:-
