Presentation by R McGrath, Tackling Poverty & Welfare Reform Programme Manager, Chief Executive's Service.

R McGrath introduced the presentation. She intimated that the Renfrewshire Tackling Poverty Commission published its report on 13 March 2015 and identified 24 recommendations which were grouped under five priority areas proposed by the Commission:

i)  Increase the number of households who can access employment that provides an acceptable standard of living;

ii)  Prevent financial crisis and support low income families to make the most of their money;

iii)  Improve levels of physical and mental health of children in low income families;

iv)  Close the educational gap between children from low income families and their better off peers; and

v)  Create neighbourhoods where people want to live and can afford to live.

R McGrath intimated that at the Council meeting on 23 March 2015, the Council unanimously endorsed all of the Commission’s recommendations. It made a ‘first step’ cash injection of £3.23 million from the £6 million tackling poverty fund set aside in the 2015/16 budget to support an early response to the work of the Commission. The Council also recognised the value of a partnership response and the Commission’s report was referred to the Community Planning Partnership Board to agree a coordinated, cross-partnership response to the findings and recommendations of the Commission and to report back to the Council on 25 June 2015.

M Crearie, D Leese, S MacDougall, J McKellar, P MacLeod and A Russell gave presentations relating to the priority areas and the proposed actions/interventions to be taken by the Council and its partners. The presentations included the undernoted areas: 

Income and Employment - Increased number of households who could access employment that provided an acceptable standard of living.  The resource commitment proposed to support the proposals was £0.05M;

Managing Finance - Preventing financial crisis and supporting low income families to make the most of their money. The total proposed resource allocation under this priority was £0.75M;
 
Health - Improving levels of physical and mental health of children in low income families. The proposed resource allocation under this priority was £0.915M;

Attainment - Closing the educational gap between children from low income families and their better off peers. The proposed resource allocation under this priority was £3.3M;
 


Neighbourhoods - Creating neighbourhoods where people wanted to live and could afford to live. The total proposed resource allocation under this priority was £0.715M; and

How Organisations Should Work. - directed at how organisations should act and what good services should look like.  The total proposed resource allocation under this priority was £0.17M.

A Armstrong-Walter gave a presentation relating to the consultation which was planned over the summer and offered an opportunity to people and organisations that previously engaged with the Commission to directly input into how the proposals would be implemented.  It was noted that this would form a key part of the full strategy with the feedback being brough back for consideration by both the Community Planning Partnership and the Council after the summer recess.

R McGrath indicated that a Tackling Poverty Steering Group had been set up and subject to approval at the Council meeting on 25 June 2015, would oversee the implementation of the action plan.  The results of the consultation would be reported to the Community Planning Partnership Board and the Council after the summer recess and regular reports on progress towards implementation and achievement against targets would be reported to the Community Planning Partnership Board.

DECIDED:

(a)  That it be noted that the Board supports the content of the presentations and the update provided on the development of the Community Planning Partnership’s Tackling Poverty action plan proposals;
 
(b)  That it be noted that the Board supports the total proposed spend of £6 million of resources set aside in the 2015/16 budget to tackle poverty;
 
(c)   That it be agreed that the proposals for monitoring and evaluation of the action plan be brought back to the Renfrewshire Community Planning Partnership for consideration at the next Board cycle;
 
(d)  That it be noted that as part of the implementation process there would be ongoing dialogue with Renfrewshire residents directly affected by poverty to provide them with the opportunity to remain involved and to participate in the development of the criteria by which the success of the measures to tackle poverty will be assessed; and

(e)  That it be agreed that a report on the feedback from the ongoing engagement would be brought to the next meeting of the Renfrewshire Community Planning Partnership.
