M Dymond (Maxwellton Court Tenant’s Association) declared an interest in Item 2 - Applications for Local Partnership Funding in Paisley North, West and Central – 2020/21 - as she had interests in various applications (including FR1212) and indicated that she would remain in the meeting, but not take part in any discussions or voting.

C Williams (REEM) declared an interest in Item 2 - Applications for Local Partnership Funding in Paisley North, West and Central – 2020/21 (FR1125 and FR1182) - as she was a volunteer with Renfrewshire Effort to Empower Minorities (REEM) and indicated that she would remain in the meeting but not take part in discussions or voting thereon.

Report by Chief Executive.

There was submitted a report by the Chief Executive relative to applications for Local Partnership funding in Paisley North, West & Central for 2020/21.

The report intimated that applications for funding from the Local Partnership had been invited to reflect the Local Partnership’s priorities of Community Empowerment, Tackling Social Isolation to Promote Health, Green Spaces and Community Safety.  The available allocation for Paisley North, West and Central was £55,572.  The sum of £50 per community representative required to be ringfenced for potential claims for administrative expenses, which left a balance of £55,072 for allocation.

The report advised that the Youth Challenge Fund component of Paisley North, West and Central’s funding, now known as Celebrating Renfrewshire, was £21,133.  This would be allocated by young people through a participatory budgeting process, which was currently underway.

The Chair advised of some amendments to the report as follows:-

FR1078 – Paisley Pirates Ice Hockey Club - application had been withdrawn
FR1096 – Braehead Junior Ice Hockey Club - application had been withdrawn
FR1140 – PACE Theatre Company Ltd – amount requested should be £10,000
FR1166 – YMCA Paisley – application had been withdrawn

The Chair further proposed a method for considering the applications, which could be amended as appropriate, as each application was discussed.  This was agreed.

Following consideration, the Local Partnership agreed that the undernoted applications be determined as follows:-

The Chair referred to a request to ringfence funding of £500 for the Gallowhill Tiddlers group.  The group had been working on meeting the necessary requirements to submit an application and this had been impacted by the Covid-19 pandemic.  It was proposed to set aside £500 to allow the Gallowhill Tiddlers group to satisfy the necessary requirements and submit an application to the Local Partnership.  This was agreed.
