There was submitted a report by the Chief Executive relative to the appointment of community representatives to vacant positions on the Paisley East, Ralston, Hawkhead and Lochfield, Hunterhill & Charleston Local Partnership.
The report advised that in terms of the decision taken at the meeting of the Council held on 27 September 2018 membership of the Local Partnerships would be comprised of an equal number of elected members from Renfrewshire Council and community representatives with the standing members being those elected members which represented wards within the Local Partnership area and representatives of active community councils in the area. The 13 elected members eligible for membership of the Paisley East, Ralston, Hawkhead and Lochfield, Hunterhill & Charleston Local Partnership were detailed together with the representatives of the three active Community Councils in the area. As a result, there were currently ten vacancies for community representatives. It was agreed that one of the vacancies not be filled at present to facilitate future youth representation on the Local Partnership.
Details of eight organisations who had, to date, expressed an interest in providing a community representative on the Local Partnership were provided within the report. Criteria to support standing members to come to a decision on the appointment of community representation was also provided.
The report intimated that neither Hunterhill nor Charleston Community Councils were currently active and it was agreed that the Council take appropriate action to encourage the re-establishment of Community Councils in those areas. It was also proposed and agreed that the representative of Hopeful Evangelical Church, Peter Campbell, be appointed, in the interim, to the standing member vacancy reserved for Charleston Community Council to represent the interests of the Charleston area. Furthermore, it was agreed that the remaining applicants be appointed to the Paisley East, Ralston, Hawkhead and Lochfield, Hunterhill & Charleston Local Partnership.
DECIDED:
(a) That the Council take appropriate action to encourage the re-establishment of Community Councils in the Hunterhill and Charleston areas;
(b) That the representative of Hopeful Evangelical Church, Peter Campbell, be appointed, in the interim, to the standing member vacancy reserved for Charleston Community Council to represent the interests of the Charleston area;
(c) That one of the existing vacancies on the Local Partnership not be filled at present to facilitate future youth representation; and
(d) That Mary Logan (Charleston Tenants and Residents Association), John McQuade (Renfrewshire Visually Impaired Forum), Nicola Hanssen (ROAR Connections for Life), Piero Pieraccini (Paisley Development Trust), Chris Johnstone (Rainbow Turtle), Elaine Loch (Paisley Opera) and Susan McDonald (Active Communities) be appointed to the Local Partnership.
